This position is responsible for organizing, implementing, coordinating, and monitoring project activities of Control and Prevention of Multidrug Resistant Tuberculosis (CAP-TB) project funded by the United States Agency for International Development (USAID) in China. S/he works with implementing partners/agencies in technical assistance, project design, training program design and delivery, proposal and contractual agreement development, coordination, provision and arrangement of monitoring and technical visits and inputs, project evaluation and reporting.
Areas of Responsibility:
- Assists in developing, coordinating, and monitoring the annual workplan and budget for the assigned activities.
- Assists in developing, coordinating, and implementing technical assistance and capacity building plans, training programs and subprojects with collaborating partners, implementing partners, stakeholders and government.
- Assists in developing subgrants/subcontracts and ensuring that they are completed, reviewed, approved, amended and filed in a systematic and timely way as required.
- Works closely with technical and program staff, Finance, Contracts & Grants, Administration and/or FHI 360 country program staff in project management, monitoring and reporting of the responsible subprojects/activities.
- Assures that technical assistance is provided to implementing agencies/partners when needed and follows up the work progress.
- Assists in developing consultancy agreements and works closely with technical officers to track work through final payment.
- Monitors expenditures against approved budget and program needs and recommends modification to budget or program as appropriate.
- Consults, informs and discusses with supervisor to ensure that program activities are implemented based on the FHI 360 and donor regulations.
- Provides progress reports for the assigned subprojects/activities and ensures timely submission of the reports.
- Travels when needed to coordinate, monitor and/or participate in related China program activities.
- Represents FHI 360 at project sites and meetings as needed.
- Performs other relevant duties as assigned.
CONTRIBUTION:
- Develop, submit and track workplans, budgets, technical assistance requests or provision, and capacity building plans for China activities in timely manner.
- Develop sub-grants and other subcontracting documents between FHI 360 and implementing partners and process internally for review, approval and execution.
- Ensure that the program activities achieve their objectives in a technically sound way and in a timely manner.
- Follow up for and submit periodic narrative and financial reports, including revised budgets as appropriate on time.
- Develop consultancy service agreements for FHI 360 to provide technical assistance to partner agencies and follow up for reports and payment.
- Coordinate meetings, trainings and workshops, facilitate sessions, and workshop logistics.
Skills/Experience:
- Knowledge of TB, HIV/AIDS, public health, and community health programs
- Ability to organize capacity building and training programs. Training and/or facilitation skills an advantage.
- Excellent management skills and ability to monitor diverse subprojects/activities, set up priorities and plan for successful program implementation
- Excellent interpersonal and team work skills
- Excellent written and spoken English
- Competent in using Microsoft Office package, particularly, Word, Excel and Power Point
- Strong problem solving and analytical skills
- Ability to work independently with minimal supervision and work with others effectively
