Finance Director, CAP-TB

This position is to provide lead financial support in the development and implementation of projects; and to coordinate all support aspects needed for the development of project proposals and will responsible for budgeting and financial reporting for Greater Mekong Sub-region Multidrug Resistant Tuberculosis Prevention and Management (CAP-TB).  S/he is also responsible for the complete cycle of financial management for activities, including budgeting, payments, accounting, financial reporting, subrecipient financial management, and coordination of audits.

Areas of Responsibility: 
  • Manages the operational and strategic functions of CAP-TB finance to ensure compliance and efficiency of CAP-TB project.
  • Prepares and analyzes monthly/quarterly financial reports regarding budgets- actual and forecast, and other reports required by the organization and the donor.
  • Develops and implements process improvement plans for department to ensure financial controls and operational procedures.
  • Facilitates and provides financial reporting for annual workplan, budget planning, audit reviews and assessments.
  • Maintains a sound finance/accounting system to provide management with financial information required for monitoring, evaluating and decision making, and submits the monthly accounting report to HQ.
  • Reviews cash flow requirements and submits to HQ on a weekly basis.
  • Be responsible for the development of and amendments to implementing agency (IA) budgets and training of IA finance staff; reviews Subrecipient Financial Report (SFR) and conducts site visits to IAs on an annual basis.
  • Coordinates with auditors, FHI 360/APRO and HQ on CAP-TB China program annual audit requested by local government and IA audits and ensures that findings and recommendations of auditors are followed up.
  • Builds and trains staff on financial policies and procedures, GAAP practices and client relationships.
  • Maintains good relationship with local tax bureau and finance bureau to ensure office financial work operates smoothly.
  • Perform other tasks as assigned.

CONTRIBUTION:

  • Prepares country program’s fiscal year budgets, projections and pipeline analysis.
  • Create, update, and maintain financial spreadsheets
  • Prepare proposal outlines
  • Assist with monitoring budgets
  • Develop budgets, including staff time allocations
  • Communicate regularly with Project Director and and other program staff in the field regarding budget status
Educational Background: 
Bachelor's Degree or its International Equivalent.
Skills/Experience: 
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems. * Excellent oral and written communication skills. * Excellent and demonstrated organizational and presentation skills.
  • Excellent and demonstrated project management skills. * Ability to influence, motivates, and negotiates and work will with others.
  • Good understanding of China INGO law, tax law, and local financial regulations.

  • Manages staff to meet departmental and organizational strategic goals.
  • Accounts for the budget, procedures, and training of staff to achieve results.
  • Develops and recommends solutions to management meet internal and external needs of the company.
  • Reports to Project Director

EDUCATION & EXPERIENCE

  • Minimum of 8+ years finance management experience.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English; fluent in host country language.
  • Prior work in a non-governmental organization (NGO).

TYPINCAL PHYSICAL DEMAND:

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other handheld devices.
