Save the Children is seeking a Technical Advisor for an anticipated USAID-funded Family Planning project in Nepal. This position will provide technical direction in the design, management, implementation and overall quality assurance of the project. The position will provide technical leadership in Family Planning (FP) and Reproductive Health (RH) service delivery, increasing access and availability to quality Adolescent Reproductive Health (ARH) services, and approaches to reach underserved populations. The Technical Advisor will provide leadership to address supply and demand side barriers to accessing FP services among women of reproductive age, including adolescents, young mothers, and other marginalized populations. This role will collaborate with the Ministries of Health and other critical partners to provide high-level support for effective capacity building at the local level and sustainability of the project interventions. The Technical Advisor will oversee a team of program managers and support staff, prepare reports, annual operating plans, and USAID deliverables. The project will be designed to align closely with the current objectives of the Government of Nepal so that activities are complementary and create sustainability.
- Provide high quality technical leadership and oversight of FP/RH component of the program, including incorporating family planning high impact practices into program strategies and activities
- Collaborate with project technical advisors to facilitate targeted capacity building on FP and RH for MOH and other partners
- Contribute to the analysis, synthesis and reporting of program outputs, results and special learning studies in close collaboration with the M&E team, and ensure incorporation of lessons-learned into ongoing implementation
- With the M&E team, use learning and data to improve program quality, reach and iteratively adapt to ensure impact
- Under the guidance of the COP and in collaboration with field-based staff, facilitate stakeholder meetings at national, state-of-the-art approaches to family planning and reproductive health services
- Provide direct supervision to technical officers, ensuring integration of technical family planning and sexual & reproductive health services approaches, including ARH to ensure the reach to the hard to reach target groups
- Lead and ensure project quality improvement initiatives
- Lead team to provide proper coordination and guidance among local government, country-wide initiatives, community partners, NGOs and other key stakeholders
- Establish compliance with USAID regulations, procedures and Save the Children guidelines
- Represent the project with partners and key stakeholders, including at technical meetings and workshops, maintain positive relationships with USAID, local ministries, and the country office team
- Establish effective communication and coordination with personnel from the government in order to implement interventions and incorporate country-wide priorities
- Create and sustain a work environment of mutual respect where the project team strives to achieve excellence
- Incorporate SC’s vision and values and full adherence to Code of Conduct principles
- Minimum 7 years’ of professional experience designing, managing and implementing large and complex programs in FP/ RH including ARH
- Familiarity with USAID approaches and regulations
- Knowledge of community and health service based FP programming
- Experience using learning and data to improve family planning programming
- Knowledge of Nepal context, government, processes and policies
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
- Experience working in LMIC
- Creative problem solving skills with the ability to work effectively in resource-constrained environments is important
- Excellent oral and written communication skills in English
Preferred Qualifications
- Master’s Degree in relevant areas of expertise or international development
- Knowledge of local language
