Save the Children is seeking a Monitoring & Evaluation (M&E) Advisor for an anticipated USAID-funded Family Planning.
The Monitoring & Evaluation Advisor will focus on two areas: (1) monitoring of project data and (2) leading project learning. The Advisor will design and lead the implementation of the project's M&E strategies, requirements and country level activities, ensuring approaches to capture project learning are reflected in the strategies. This will include the development of appropriate indicators as well as monitoring and measurement tools for project implementation and rollout. The Monitoring & Evaluation Advisor is responsible for obtaining, analyzing, reviewing and interpreting project data. This position will work with host country counterparts in developing, strengthening and implementing monitoring systems to track project progress and impact. This will include monitoring and assessing project implementation progress as required and provide feedback to colleagues and partners to improve project activities. This role will also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and using data for making decision.
This is a leadership position and will serve as a key member of the project team in Nepal. Therefore, the Advisor will work directly with the project’s technical staff and will manage an M&E team.
This position is contingent upon donor approval and funding.
Monitoring and Evaluation
- Provide leadership, training and mentoring to develop M&E Plans, M&E tools, survey design, methodology, and data analysis to assess program impact
- Provide targeted support and mentorship to the MOH to strengthen FP component of the national Health Information System
- Ensure indicators are aligned to program activities and strategies and reasonable targets are set for the project to achieve
- Develop systems for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impact
- Effectively rollout data collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed;
- Provide on-going support to maintain M&E systems; identify skill gaps and build capacity among project team;
- Prepare high quality, accurate and timely reports for Save the Children, project partners and donors as required.
Research
- Design methodology and coordinate research activities for project operations and assessments;
- Support all project reviews and evaluation activities, including coordinating mid-term and final evaluations, and supporting donor and external reviews;
- Contribute to the development of project learning
- Minimum seven years’ experience in monitoring and evaluation of USAID programs
- Strong analytical skills and an understanding of monitoring, evaluation and assessment tools to promote evidence-based learning
- Demonstrated experience in developing and implementing facility and community-based monitoring systems
- Demonstrated experience in conducting research and evaluations, especially for health programs
- Strong quantitative and qualitative research skills
- Ability to analyze complex data and summarize it for a range of audiences
- Demonstrated leadership skills showing ability to gain support from staff across teams and to build the capacity of others
- Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable work plans and evaluate progress
- Excellent oral and written communication skills in English
Preferred Qualifications
- Previous experience on USAID family planning programs. Experience in Adolescent Sexual and Reproductive Health, social and behavior change, and/ or Health Systems Strengthening
- Advanced training in quantitative methodologies, including database management
- Experience in qualitative research techniques, including analysis software
- Knowledge of local language
- Familiarity with the political, social, and cultural context of Nepal
