Save the Children is seeking a Technical Advisor for an anticipated three -year USAID-funded program, Reading for All: Disability Inclusive Education for Nepali Children. The goal of the program is to improve reading outcomes for children with disabilities (CwDs) in grades 1 – 3 in USAID-supported Early Grade Reading Program (EGRP) districts.   

The three main objectives of the activity are:   (a) Improve data quality on CwDs; (b) Enhance institutional and technical capacity at various levels to deliver quality reading instruction and support to CwDs; and (c) Test inclusive instructional models that can be scaled for specific groups of CwDs.

This position is contingent upon donor approval and funding.

Areas of Responsibility: 

The Technical Advisor works closely with the government to identify and respond to capacity development needs. S/he is part of the Reading for All activity team, which sits within the Ministry of Education or relevant central line agency. The Technical Advisor identifies government capacity building needs, works on the capacity development plan, builds capacity within the government, and ensures Reading for All’s activities support the government’s institutional and technical needs. S/he maintains effective working relationship with the government and attends coordination meetings at government offices. The Technical Advisor reports to the Program Manager.

Educational Background: 
Bachelor’s Degree in Education Planning and Management, Disability Studies, Public Administration or a relevant field of study.
Skills/Experience: 
  • At least 7 years’ experience capacity building in disability inclusive education, basic education, disability rights, social inclusion, policy advocacy, education policy or other related fields.
  • Demonstrated successful experience working closely with the government.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Experience leading trainings for participants at various levels of an education system, including teachers, head teachers, and government officials.
  • Experience developing and adapting teacher training modules.
  • Fluency in English and Nepali; excellent oral and written communication skills.
  • Experience teaching students with disabilities desirable.
  • Experience working at a Disabled Persons Organization (DPO) desirable.
