Under the supervision of the Project Director, the Research & Evaluation (R&E) Specialist will oversee the monitoring and evaluation of technical activities in Kano and Kaduna. By overseeing R&E officers in both states, S/he will monitor the flow of data collection and ensure accuracy of data for donor reporting and presentation. S/he will also maintain regular communication with state-level partners to share data and information.
- Provide overall technical and managerial R&E coordination for DFID/UNICEF funded Education Projects.
- Support the implementation of an R&E framework that aligns with project objectives and indicators
- Conduct R&E program monitoring and evaluation tasks, including the implementation of R&E systems (data collection, dataflow management, data management and results reporting).
- Coordinate training of staff/partners and consultants in R&E data collection and processing.
- Coordinate the preparation and organization of R&E review meetings. Support the development of work plans and budget for R&E activities.
- Provide technical support to state partners and enumerators to strengthen the monitoring system and track project deliverables.
- Manage the information-gathering process for results and performance reports, in addition to other briefings, summaries, papers, presentations, etc. for various audiences as needed.
- Document good practices, lessons learned, data to inform policy, and implementation issues, etc.
- Develop relationships with education sector partners that will help accomplish internal and external R&E goals, such as liaising with SUBEB, Ministry of Education officials and other development partners working in the education sector.
- Collaborate with the HQ R&E team across various aspects of project work
- Carry out all other tasks to support monitoring, assessments and researches in project sites. Performs other duties as assigned.
- Knowledge of monitoring and evaluation of education programming in Nigeria.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding formative learning processes.
- Proficient writing and verbal communication skills.
- Ability to work well with others and to develop and maintain good working rapport with staff and partners.
- Relevant computer software and internet skills (including, at a minimum, the standard applications in MS Office).
- Familiarity with ODK software and/or tablet-based monitoring is desired. Must be able to read, write and speak fluent English.
- Ability to travel in Nigeria minimum of 40%.
Requirements for the position include:
- Or MA/MS or similar degrees with 5-7 years relevant experience in related field.
- Experience with word processing, spreadsheet, and presentation software.
- Working knowledge of data processing computer packages.
- Strong verbal and written communication skills in English.
- Well-organized, with ability to track multiple project activities and deadlines
- Experience in providing administrative support to work teams
- Ability and willingness to travel as required
- Ability to work successfully in a team-based environment
- Experience with database management and tablet technology for monitoring purposes.
