FHI 360 is seeking qualified candidates for the position of Chief of Party (COP) for the USAID funded Voluntary Family Planning for Improved Reproductive Health and Development project in Uganda. The project will support improving access to affordable, quality family planning services and a wide range of contraceptive methods especially at community level. Expected results include improving leadership and coordination in support of family planning and reproductive health (FP/RH) programs, defining and addressing social and cultural practices that negatively impact adoption of FP/RH behaviors, and strengthening comprehensive FP services. The COP will provide overall technical and management leadership to the design and implementation of the project, leading a team comprised of other senior-level staff. The COP will facilitate the development and implementation of project strategy and plans including ME&L. The COP will ensure excellent coordination and collaboration with USAID, public and private sector partners and stakeholders at the community, facility, district, and national levels. The duration of the project is five years and the position will be based in Kampala. Recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate. 

Areas of Responsibility: 
  • Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner. Lead the planning of all project activities and set high quality performance targets ensuring adherence to technical standards, evidence-based best practices and donor guidelines.
  • Liaise between USAID/Uganda and all other counterparts, implementing partners and Government of Uganda officials involved with the program.
  • Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained.
  • Oversee a team of senior technical, financial and program management staff for the project and ensure strong communication and coordination with and between all team members, and with relevant staff in HQ and the East and Southern Africa Regional Office.
  • Ensure project implementation follows all USAID grant terms and conditions.
  • Ensure project reports submitted to donors and other stakeholders are accurate, complete and on time.
  • Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with relevant donor standard.  
Educational Background: 
Bachelors Degree in a related field of study (required);
Skills/Experience: 
  • A Master’s Degree from a University OR 5 years of professional experience working in a senior management position for donor funded health projects (in addition to the below requirement of 10 years);
  • A minimum of 10 years of progressively increasing responsibility working for multifaceted family planning and reproductive health (FP/RH) programs;
  • At least 7 years of project management experience of public health projects in Uganda;
  • At least 5-10 years experience managing USAID funded programs;
  • Demonstrated understanding of how social norms and gender dynamics influence programming;
  • Ability to represent FHI360 and negotiate at the highest levels of government, donors and partner organizations;
  • Experience interacting with host country agencies, including central and local government, development partners, civil society, and community-based organizations;
  • Excellent past performance references (contacts must be provided, including email addresses);
  • Excellent oral and written communication skills;
  • Ability to work with Microsoft Office software, specifically Word, Excel, and PowerPoint.
