Chief of Party - Uganda Social and Behavior Change for Transformation

The Chief of Party (COP) will provide overall leadership and managerial direction for the anticipated Social and Behavior Change for Transformation (SBC4T) Project. S/he will fulfill the diverse managerial requirements of the project. Based in Uganda, the COP will have technical and management responsibility for all activities and personnel and will be the Recipient’s representative to USAID/Uganda, Government of Uganda (GOU), other donors, and key stakeholders. The COP will have overall responsibility for addressing award related matters. S/he will be responsible for the smooth implementation of the project, and for effectively addressing problems and challenges that arise during performance. S/he is responsible for timely and accurate delivery of all reports and other program products. This position is contingent upon funder approval of key personnel and availability of funds.

Areas of Responsibility: 
  • Provide overall leadership and expertise in the development and implementation of SBC strategies to address the need of behavior change related to health (FP/RH, MNCAH, malaria, HIV/AIDS, and other selected health areas) and development sectors
  • Provide leadership in implementing and operationalizing SBC strategies and approaches including use of human centered design (HCD), behavioral economics, and communication.
  • Provide leadership in collaboration, coordination, and communication between stakeholders within and outside of the health sector.
  • Lead the overall planning, implementation, and management, in close coordination with the GOU and USG partners, as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner with adherence to technical quality standards and donor guidelines
  • Oversee a team of senior technical and program management project staff and ensure strong communication and coordination with and between all team members
  • Oversee/manage partnerships and ensure strong lines of coordination and collaboration are established and maintained
  • Ensure financial compliance with FHI 360 and USAID rules and regulations
  • Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, GOU partners, and other key stakeholders
Educational Background: 
Master’s Degree in public health, communication/behavior change, social sciences, international development, or a related field
Skills/Experience: 
  • Ten years senior level management experience in the design, implementation, and management of social and behavior change programs of similar size, complexity, and setting
  • Demonstrated experience and understanding of SBC within and outside of the health sector
  • Experience with HCD and in behavioral economics preferred
  • Demonstrated leadership in convening a diverse group of stakeholders to gain commitment and action towards a shared goal
  • Demonstrated leadership skills, experience in building and maintaining productive working relationships with a wide network of institutional partners and stakeholders, including host governments
  • Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results
  • Knowledge of USG Health initiatives and related reporting requirements and funding parameters.
  • Experience in developing and implementing SBC projects and programs in Uganda and/or other African regions that have demonstrated impact, at scale
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies
  • Strong interpersonal, writing, and oral presentation skills in English
  • Ability to work independently and manage a high-volume workflow
  • Relevant computer software skills, including at a minimum MS Word, Powerpoint, and Excel
  • Relevant experience in East Africa, specifically Uganda is preferred
