To strategically lead, develop and direct the implementation of all aspects of World Vision Ministry as an effective member of the World Vision Partnership in line with Twin Citizenship principles to ensure high Ministry quality and impact. The National Director takes overall responsibility and is accountable for all aspects of WV’s work in Uganda.

Areas of Responsibility: 

Leadership and Strategic Management:

  • Promote WV’s Vision, Mission, Core Values and key Partnership Standards, guidelines and Practices among the staff and partners and ensure these are the core foundation of the office strategies and work.
  • Ensure that WV Uganda functions in a complementary, cohesive manner where the principles of Interdependence and Twin Citizenship guide the contribution made to the Partnership and the use of WV Partnership resources.
  • Ensure that WV Uganda actively participates in scheduled Peer Reviews and that Board and Staff are sufficiently prepared to participate meaningfully. Take ownership for appropriate action planning and execution of Peer Review recommendations.
  • Lead process of policy development/contextualization and reviews to facilitate WV work and regularly update Board on status of policy implementation.
  • Provide ongoing review and development of the WV National Office strategy, and of individual programme objectives to ensure continuous alignment with the partnership strategy- “Our Promise 2030”.
  • Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to all stakeholders.
  • Lead and manage the National office team in a way that facilitates a high performance culture and “Our Promise 2030” mindsets and behaviors.
  • Ensure capable staff are recruited in a timely manner to implement office strategy and ensure that there is accountability for staff performance.
  • Ensure that the office has robust succession plans that are executed, regularly updated and shared with the Board.
  • Direct and lead teams in management of diverse, strategic and time sensitive projects (e.g. infrastructural construction/renovation, staff re-structuring etc.).
  • Provide overall strategic leadership and initiative for identifying and securing financial and other resources both locally and internationally to support WV Uganda’s work.
  • Represent WV Uganda on Vision Fund Uganda’s board. Ensure that Vision Fund’s micro-finance ministry is integrated with World Vision’s ministry to promote fullness of life for children and their communities.

Spiritual Leadership:

  • Ensure that the Office has a high quality Christian Commitment strategy and operational plan that is appropriate for the Ugandan context.
  • Model a high standard of personal Christian commitment and leadership, ministry and integrity through lifestyle and work relationships, and provide spiritual guidance to staff on the Vision, Mission and Core Values of World Vision.
  • Ensure that Office Leadership is equipped to work in diverse and multicultural contexts.
  • Participate in and lead regular devotional meetings and hold all WVU leaders accountable for doing the same in their respective areas of operation.

Advocacy and Representation:

  • Represent WV Uganda at different fora and engage/build strategic alliances with the government, major donors/donor agencies, WV Partnership, non-governmental agencies, churches, the business community, other local partners and the media.
  • Develop and implement appropriate advocacy strategies to raise awareness of- and advocate for change in- key issues within the specific context.
  • Earn public and stakeholders’ confidence and trust in WV Uganda by ensuring its positioning as a leading NGO in promoting the well-being and rights of children within the Ugandan context.
  • Optimize communication platforms, channels and opportunities to raise awareness of the WV brand and impact/contribution both within and outside of the WV Partnership.
  • Ensure that Staff and Board Members respect and guard the WV brand in their communications and actions in and out of the office.
  • Identify new opportunities and forge alliances that lead to optimization or expansion of WV brand equity and resources.

Ministry Quality:

  • Ensure high ministry quality and high impact by ensuring that the organisation is achieving its expected annual targets in all programmes on a sustainable basis.
  • Ensure the highest standards of quality and accountability in programme implementation through:
  • compliance with World Vision international policies/standards/strategy (“Our promise 2030”) international standards and (iii) compliance with codes of conduct and agreements to which WV is a signatory.
  • Ensure all project proposals, reports, audits, and ministry evaluations are reviewed in a timely manner and at a proper level within the office and appropriate actions are implemented, to ensure impact, accountability, and compliance.
  • Ensure that a national monitoring & evaluation strategy based on relevant technical and managerial indicators exists and is implemented;
  • Develop and maintain National Office capacity to respond to natural and man-made emergencies.
  • Oversee humanitarian emergency efforts as and when they arise and work in partnership with response teams.
  • Ensure accountability for the implementation of effective ministry to all key stakeholders i.e. ensure a relevant, timely and accurate flow of management and operational reports according to program objectives and standards.
  • Ensure adequate resources are mobilized and appropriately managed to meet and enable quality program implementation.

Financial Management and Accountability:

  • Provide good stewardship and oversight over all resources at all times and throughout the organization.
  • Ensure strong financial compliance through timeliness and completeness of financial reports.
  • Undertake appropriate reporting of audit results and actions.
  • Ensure action planning and execution to resolve audit findings in an agreed and timely manner.

National Resource Development:

  • Spearhead and implement an effective National Resource Development Strategy and implementation plan to steadily and incrementally generate funds and other resources locally.
  • With the Board and Senior Leadership team, develop a monitoring framework to ensure NO meets specific national resource development targets while remaining efficient.

Compliance and Risk Management:

  • Stay abreast of local legal and regulatory requirements and standards and ensure the office complies with them at all times.
  • Retain competent legal expertise to provide appropriate legal support to World Vision operations.
  • Ensure and oversee proper mechanisms for Child Protection and the implementation of all other WVI Standards and Principles.
  • Ensure risks to the organization are identified in a timely manner through risk registers and appropriate mitigation measures are undertaken to address them, and regularly report to the Board/Regional Office on risk.

Safety and Security:

  • Maintain, and regularly review security and safety plans and protocols (security manual, evacuation plan, Disaster Preparedness Plan, Risk/Crisis Communication and risk assessments at national and AP levels) and ensure; understanding and compliance by all staff and visitors.
  • Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security threats.

Perform other duties as required by supervisor/ Governing Board.

Educational Background: 
Master’s Degree in Development Studies, Social Sciences, Organizational Management, Leadership, Strategic Planning or related disciplines.
Skills/Experience: 
  • An additional qualification in Resource Mobilization would be a plus.
  • Strong understanding of Human Rights approaches and particularly Child Rights.
  • Understanding of Advocacy execution, national advocacy strategy development and leading advocacy campaigns.
  • Ability to nurture relationships, build strong teams and hold staff accountable so as to drive organizational performance.
  • Good knowledge of financial management and budgetary control principles.
  • Ability to organize and lead fundraising/resource mobilization efforts with major private donors, corporate organizations and governments, as well as to secure donor funding and sustainably grow organizational financial portfolio.
  • Clear communicator with ability to present persuasively to Board, Senior Management Team, staff, donors, NGOs, government officials, community leaders and other stakeholders and partners.
  • Versatility with use of new communication technologies and platforms to engage a variety of audiences, and/or able to supervise in this area.
  • Committed Christian appreciative of denominational diversities and differences in Christian traditions, with a strong passion for Children wellbeing.
  • Comfortable with working with multi-cultural teams, gender aware and with well-developed interpersonal skills.
  • Familiarity and willingness to abide by the NGO Red Cross Code of Conduct, the People in Aid Code and Sphere Minimum Standards.
  • A minimum of 10 years management experience, 5 of which should have been at National/Country Director or similar level in complex development programming. Programme experience with WV integrated programming areas (Education, Health/WASH, Livelihoods, Child protection) desired. Experience in Microfinance operations and Humanitarian Emergency Assistance a plus.
  • Demonstrable track record in working with and supporting Board(s) and leading senior management teams.
  • Experience in managing diverse, strategic and time sensitive projects (e.g. infrastructural construction/renovation, staff re-structuring etc.).
  • Successful past experience in overseeing large grants and working with government donors (USAID, DFID,USAID etc.), UN agencies ( WFP, UNHCR, etc.) and government structures.
  • Willingness to travel up to 40% of time.
