To Lead the implementation, coordination and technical support for Mc Govern Education Project and contribute to achieving WVR’s Child Wellbeing Targets in designated district through planning, monitoring and implementing Education Technical Programme in line with applicable Technical Approaches and WVR National Strategy.
The position will also provide critical liaison role between World Vision & districts Technical Specialists and be accountable to the Project Education Manager for project deliverables.
Ultimately, the success of the role will be judged on the extent to which reading outcomes for grades 1- 6 children improve and eventually the extent to which there is uptake of the literacy model by MINEDUC, district and community level education systems and structures.
Project Implementation
- Coordinate the effective implementation of McGovern Dole/USDA project interventions, ensuring coordination at community and district level through open, timely, intentional and clear communication.
- Responsible for project planning and implementation of literacy activities in the district area;
- Under the direction of the Education Manager to promote literacy activities for quality implementation;
- Integrate literacy project activities with other outcome areas of the project for effective implementation with the district and MINEDUC and to be responsive to donor requirements;
- Initiate and participate in advocacy initiatives at district level to improve literacy outcomes for students;
- Mobilization of PTAs , SMCs, DEOs, SEOs etc and conducting trainings to build capacities on literacy instruction, coaching, monitoring and evaluation methodologies in schools and communities;
- Ensure that all project components meet quality standards (i.e. appropriate application of literacy instruction; sufficient , varied, and contextually relevant books in reading camps)
- Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the district level.
Design, Monitoring and Evaluation
- Support quality literacy assessments, and development of district Detailed Implementation Plans
- Work with M&E specialist to conduct the measurement of functional literacy and early grade reading skills.
- Support the DME team in the development of the monitoring system, and/or adaptation of tools and adoption of the tools
- Support the Education Manager in effective documentation of data on improved literacy outcomes, overall program successes, innovations and promising practices related to improved literacy and disseminate through appropriate mechanisms.
- Produce timely, accurate, compliant and quality reports to Education Manager.
- Document and communicate developments in the project sites to the Education Manager for the purpose of learning, knowledge management, sharing experiences and education sector program development in Rwanda
Resource mobilization and Networking
- Establish and maintain partnerships with key Education related departments at sector and district level
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.
- Experience: 2 Years in basic education sector
- Technical Training qualifications required: strong background in Primary Level Education with a focus on literacy
- Ability to demonstrate the following desired knowledge, skills, technical capacity and professional competency
- Experience in providing technical support to district level education personnel
- Ability to work with quality assurance officers ,principals, teachers, and volunteers in education
- Interest and ability to relate positively to children, staff and parents.
- Experience and skills in preparing instructional and training materials appropriate to the needs and interests of children, teachers, supervisors, principals and education personnel.
- Ability to implement community participation strategy in the improvement of basic education
- Strong skills in networking with education sector stakeholders in the field as well as other network of educators or organizations.
- Knowledge on disadvantaged children and formal education programming, designing, implementing and evaluating
- Fluent in both written and spoken English.
- Must hold a motorcycle driving license
