The Technical Director, Management Quality position will oversee and ensure the technical excellence of all activities relating to institutional growth and systems to promote excellence. This includes working with the Ministry of Higher Education (MoHE) and with specified public universities to further university financial autonomy, within the parameters of the current decentralization efforts made under the Ministry; assist the MoHE with policy, regulations, and other reforms designed to strengthen the enabling environment for university excellence. He or she will establish, strengthen, and maintain Centers of Innovation or Centers of Excellence that foster innovation, leadership, institutional development, and student engagement. He or she will also maintain and expand university Career Centers, to equip students with the soft skills, contacts, support to find internships, mentorship, apprenticeships, on-the-job training opportunities, jobs, and entrepreneurship support. He or she will promote mechanisms designed to initiate and sustain university-to-university relationships, such as departments of external relations and partnerships, and promote institutional strengthening at the highest levels at public higher education institutions in Afghanistan.

Educational Background: 
A minimum of a master’s degree (or foreign equivalent) in the education or technical vocational field preferred.
Skills/Experience: 
  • At least eight years’ experience of which at least five years of experience working in institutional strengthening, partnership development, and private sector engagement in a post-secondary environment.
  • Must have at least five years of progressively more responsible supervisory work experience of technical staff.
  • Must have knowledge and understanding of ongoing labor market in Afghanistan, policies related to higher education, and its relationship to learning outcomes in higher education settings in Afghanistan or similar settings.
  • Experience organizing and conducting trainings and workshops.  
  • Excellent written and oral communication in English required; fluency in Pashto and Dari preferred.
