The Senior Program Officer will work with the Deputy Chief of Party, Technical Teams and the M&E team at all levels of the program and be responsible for monitoring, mentoring and coordination of subcontractor performance.
The Senior Program Officer reports to the Deputy Chief of Party in Kabul and will supervise the timely implementation of all IHSAN subcontractors.
Areas of Responsibility:
- Responsible for the timely implementation of Subcontractor implementation throughout Afghanistan
- Closely coordinate with the DCoP Program, Director of M&E, Compliance Manager and the Technical Teams on setting up and maintaining internal implementation tracking mechanisms
- Ensure all activities related to the implementation of the program are following FHI360 and USAID rules and regulations
- Track implementation in select provinces and maintain regular contact with Provincial Government representatives and FHI360’s monitoring contractor to monitor and verify progress
- Identify any work plan falling behind implementation timescales and work with the Technical Teams Team and the subcontractor to design and implement remedial actions to get them back on track
- Assist the M&E Director in preparing responses to Third Party monitoring reports
- Assist the M&E Director and Compliance Manager in investigations and in determining corrective actions related to IHSAN activities
- Work with the DCoP Program to identify obstacles to effective implementation and assist in coming up with solutions to overcome them
- Provide assistance to independent entities conducting assessments, gathering baseline and program progress data and working on case studies as requested
- Assist in overall political analysis, impact assessment, and strategy development tasks that advance IHSAN program goals.
- Assist department heads in the design and implementation of training programs for program staff as and when required
- Any other duties suitable to task and commensurate with ability
Educational Background:
Minimum Bachelor’s degree in relevant field
Skills/Experience:
- Five years of relevant work experience, including two on programs
- At least three years’ experience supervising a staff team
- Good understanding of activity implementation mechanisms and related issues
- Good understanding of USAID rules and regulations
- Strong management skills
- High level of computer skills; particularly in the use of Word and Excel
- Experience of working within in an insecure environment.
- Ability and willingness to travel
- High proficiency written and spoken English.
- Fluency in Dari or Pashto
