The objective of this consultancy is to provide support to and implement technical and managerial nutrition activities through better follow up/monitoring of nutrition program in the health facilities, conducting research studies and proper coordination of conducting/overseeing nutrition related assessments and surveys such as Af-DHS, AHS, ALCS, SMART, RNA, SQUEC, HMIS, etc. As well as, provide technical advices to the Public Nutrition Directorate for further enhancement of the technical and managerial capacities to address this important issue through a systematic manner in the future.
- To prepare financial, operational, technical and other plans for related field of an organization or project.
- To implement related part of the organization or project working plan.
- To support to and implement the organization or project operational plans.
- To supervise and manage related functional units.
- To do gap analyses and properly plan appropriate assessments and surveys.
- To coordinate, facilitate and conduct nutrition related surveys, researches, assessments and studies according to the PND`s plan.
- To analyze figures provided by HMIS and other sources of data in Afghanistan and recommend corrective actions on quarterly base.
- To participate in coordination meeting with HMIS/MoPH and BPHS/EPHS Implementers and lead monitoring and evaluation discussions related to nutrition.
- To ensure quality data collection of all nutrition programs, processing at central and provincial levels and provide regular feedback.
- To received reports from 34 provinces on monthly basis
- Checking all received reports and made data cleaning up on the received data
- To assist the AIM technical working group within the frame of MoPH-PND.
- To ensure that existing and ongoing assessments/researches and surveys are in line with PND plan and priorities.
- To perform monitoring and supportive supervision of nutrition assessments/ researches and surveys and to provide appropriate inputs.
- To collect nutrition relevant data from different sources including HMIS, nutrition database, nutrition surveillance and any assessment reports and compile it for timely dissemination.
- To provide recommendations for key indicators and information that should be assessed.
- To keep abreast of relevant nutrition policies and guidelines and communicate necessary updates to all PND`s staff, PNOs and the NGOs focal points.
- To participate in assessments of facility based and community-based nutrition activities that include travel in highly insecure provinces.
- To develop working relationships with the MoPH-EHIS Directorate and all stakeholders who are involved in the area of nutrition assessments/ studies and surveys.
- To attend nutrition and EHIS assessment related meetings and other relevant events in-side and out-side the country and to represent MoPH-PND.
- To collaborate with other nutrition component`s representatives (including IYCF, micronutrients, IMAM, growth monitoring, surveillance capacity building and coordination) for strengthening all nutrition interventions.
- To explore several approaches for improving data collection, data analysis and data use of nutrition activities.
- To establish, lead and chair a Nutrition assessment coordination committee among all implementers and relevant stakeholders at national level.
- To develop necessary guidelines, protocols, ToRs, survey checklists/questionnaire and etc. as and if needed.
- To conduct/organize and/or facilitate any research related trainings inside/outside PND.
- To undertake other related activities as requested by the PND director, as required to ensure an overall efficient implementation of community-based nutrition activities.
- Provide on time visualized data for PND.
- Closely coordinate the IHSN/FHI360 M&E partner all Monitoring and evaluation issues with PND.
- Ability to prepare operational plans of organization or project.
- Having required skills in the related technical field.
Language Proficiency:
- Fluency in English is essential
- Fluency in both local languages (Pashto and Dari) is must
Computer:
- Be able to work in all aspects of Ms. Office (Ms. Word, Ms. Excel, Ms. Power point and etc.), outlook and internet browsers
Key qualifications
- Minimum requirements bachelor’s degree with 4 years related experience in the related field
- A minimum of 4-year relevant experience in the field of public nutrition
- Good analytical skills
- Excellent computer skills (Word, Excel, PowerPoint, SPSS, Power BI, etc.)
- Excellent communication and interpersonal skills
- Excellent analytical and writing skills in English, Pashtu and Dari
- Excellent facilitation skills
