The national Rural Water Supply, Sanitation and Irrigation Program (Ru-WatSIP) is one of the six closely interlinked National Development Programs of Ministry of Rural Rehabilitation and Development (MRRD) in Afghanistan. In line with Afghanistan National Rural Water Supply, Sanitation and Hygiene (WASH) policy, the responsibilities of this program includes policy and strategy formulation, planning, coordination of rural water supply, sanitation and hygiene promotion activities represented and implemented by private sectors, Non-Governmental Organizations (NGOs) and rural communities namely Community Development Councils (CDCs).

The Community-Led Total Sanitation (CLTS) is an option which leads to mobilization and behavioral changes throughout the community. It also resulted in bringing down the Open Defecation (OD) almost to zero in the targeted communities declared as ODF.

Ru-WatSIP provides capacity building trainings for rural communities on service delivery, Operation and Maintenance (O&M), Water Safety Plan (WSP) and sustainable use of water supply and sanitation facilities across the country. The Community-Led Total Sanitation (CLTS) is an option which leads to mobilization and behavioral changes throughout the community. It also resulted in bringing down the Open Defecation (OD) almost to zero in the targeted communities declared as ODF.

Areas of Responsibility: 
  • The senior liaison officer will be based at MRRD and will focus on WASH related activities and special focus on IHSAN related activities
  • Contribute in overall WASH related assignments and activities particularly development of policy, strategy and guidelines
  • Writing papers and documents on/for special occasions for the director, deputy and ministers on goal, objectives and overall WASH program
  • Lead and assist WASH related meetings, conferences and gatherings
  • Responsible/contact person between MRRD and ISHAN project
  • Fix appointments for necessary occasions (meetings, workshops, conferences)
  • Follow up the assignments between both parties
  • Conducting field visits to IHSAN focused provinces and others as per MRRD’s advice
  • Will be reporting to RuWatSIP director
  • Capacity building trainings to relevant agencies in hygiene and sanitation
  • Maintaining coordination with stakeholders
Educational Background: 
Bachelor degree in related field
Skills/Experience: 
  • Master’s degree will be preferred
  • A minimum of 8 years of relevant experience in WASH
  • Good analytical skills
  • Excellent computer skills (Word, Excel, PowerPoint, SPSS)
  • Excellent communication and interpersonal skills
  • Excellent analytical and writing skills in English, Pashtu and Dari
