Contingent on final USAID approval, FHI360 is seeking to hire a Senior Capacity Development Advisor for the 5-year, USAID funded “Initiative for Hygiene Sanitation and Nutrition” (IHSAN), of which 4 years remain
The Senior Capacity Development Advisor will lead the capacity building of institutions in line with the project objectives; provide advisory and training leadership through a range of activities including the SCALE (Sustainable Community based Approach for Livelihood Enhancement) approach and SBC (Social Behavior Change) initiatives, working closely with the WASH/Nutrition Director and DCOP (Deputy Chief of Party).
- Assist the DCOP and other technical staff to conduct opinion leader research to gather additional input on how to strengthen multi-sectoral functioning of programming and services, including competencies and coordination that need strengthening, particularly at the provincial level.
- Supervise a review of the TORs and progress made by all national-level coordination bodies, such as the Interagency Standing Committee, Nutrition Coordination Committee, and Water Sector Group. In partnership with each group, identify recommendations on ways to streamline the various mandates and draft clearer TORs, as well as on how to maximize opportunities for these committees to promote and implement a joint multi-sectoral agenda.
- With project partners, develop capacity and improve coordination among GIRoA (Government of Islamic Republic of Afghanistan) provincial units through strengthening the multi-sectoral functioning of GIRoA programming and services, including competencies and coordination that needs strengthening at the provincial level. Facilitate efforts by consortium partners to host meetings with provincial offices and committees, such as the PHD (Provincial Public Health Directorate), PHCCs (Provincial Health Coordination Committees), and PDC (Provincial Development Committee), to develop a clear picture of what actions are needed for strengthening capacities and coordination.
- Supervise a review of the TORs of provincial-level coordination bodies, to clarify roles and responsibilities for implementation of a multi-sectoral approach to reduce stunting and anemia in women.
- With the WASH/Nutrition Director, strengthen nutrition and WASH in-service training packages to avoid duplication, strengthening efforts by meeting with the Nutrition Coordination Committee to review in-service training activities with the intention of harmonizing roles and responsibilities and gaining consensus on the best place for IHSAN (Initiative for Hygiene, Sanitation and Nutrition) to add value. Assess all in-service training resources to identify gaps, particularly in ensuring that the materials reflect the latest evidence-based thinking and the importance of WASH and other multi-sectoral factors for nutrition outcomes.
- Coordinate the capacity building process core capacities of BPHS (Basic Package of Health Services) NGOs and frontline service providers to deliver facility- and community-based nutrition and WASH services. Aligned with the IHSAN scope of work help the MoPH scale up in-service training to the ten priority provinces by applying a ToT approach that rapidly shifts responsibility for training to the BPHS NGOs and health facility staff, in order to ensure sustainability. Enhance utilization and updating the updated training materials that reflect a multi-sectoral approach to nutrition
- Strengthen PND (Public Nutrition Department) capacity to program, coordinate and monitor nutrition-specific interventions. Work closely with PND to operationalize national policies aligned with IHSAN scope of work to strengthen the PND and service providers’ capacity for managing the implementation of nutrition activities and services. This includes reviewing existing leadership enhancement efforts and, with the PND, conducting a rapid assessment of BPHS NGOs and PNOs (Public Nutrition Officers) to determine where management and monitoring processes need to be strengthened, what challenges exist that may prevent improvements, and which additional tools or training are needed.
- Through consortium partners or contracted agencies, conduct a series of leadership development workshops that address topics related to priority setting, annual work planning, engaging CSOs and the private sector, budgeting, monitoring, data collection, and data analysis.
- Oversee organization of participatory workshops with government stakeholders, development partners, PHD representatives, CSOs, and the media to expand advocacy efforts to broaden engagement in nutrition and WASH.
Occasional Significant Duties:
- From time to time the Senior Capacity Development Advisor will be required to take on additional duties and tasks, as need within FHI360/IHSAN’s management team.
- At least four years for experience in grant management and resource mobilization
