Procurement Manager is responsible for day to day activities of procurement and logistics. S/he make sure compliance with the Afghanistan law and FHI360 and USAID policies and procedures. S/he is responsible for physical verification of inventory and keep record of all the items in the system. In coordination with security S/he is looking after the vehicles maintenance and working together with administration on any event management requests comes.
- Effective and efficient implementation of procurement of goods and services, such as developing and checking purchase requisitions.
- Maintain and update suppliers and contractors list and database; negotiate relevant contracts and purchase orders.
- Oversee the process of timely payment of taxes for procured goods and services.
- Assist in the implementation of purchasing activities with internal stakeholders; finance, logistics departments and provide support in development of RFP’s, RFQs and EOIs.
- Be involve in identifying potential suppliers, negotiating contracts and provide sourcing recommendations.
- Maintain and organize project records and documentation in compliance with FHI 360/ Afghanistan policies and procedures.
- Develop and maintain key metrics and executive dashboard on procurement status, cost improvement and market condition.
- Oversee the entire process in the planning of commodities procurement and supply chain activities, inventory control, logistics and distribution and ensuring effectively functioning processes to avoid costly delays and lost opportunities.
- Develop and manage the roster of suppliers, elaborate suppliers’ selection and evaluation, quality and performance measurement mechanisms.
- Organize and oversee the bid solicitation process including drafting and issuing RFQ, RFP, RFI, Tenders, developing bid evaluation criteria and guiding clients on processes involved;
- Prepare the monthly, quarterly and annual procurement plans and progress reports as required.
Logistics
- Maintain procurement and Logistics systems as per established standards, policies and procedures.
- Oversee the management of FHI360 offices and residences, including provision of standard and necessary services and implementation of routine, short-term and long-term repair and maintenance as per the required schedule.
- Manage space allocations for staff, consultants and visitors.
- Communicate and provide information to headquarters on fixed assets and the disposal of equipment.
- Oversee inventory management, ensuring proper numbering and identification of equipment, furniture, capital outlay and other assets.
Supervise quarterly and end of fiscal year physical verification of inventory
- Supervise necessary asset disposal in keeping with Afghan legal requirements, FHI360 and USAID policies and procedures.
- Replenishes FHI360 supplies to meet needs of office
- In coordination keep track of vehicles official paper works as per existing laws of Afghanistan.
- In coordination with administration oversee Organizing events as requested, including preparation of venues, refreshments, and other arrangements. Provide support for the meetings when needed.
