The Finance/Tax Officer is a member of the IHSAN finance team. S/he helps in implementation of IHSAN Finance plan by assisting the Sr. Finance Officer (SFO) and Finance Manager (FM) in develop value-enabling strategies. Finance/Tax Officer reports directly to the Sr. Finance Officer (SFO), FHI360.

Areas of Responsibility: 
  • Responsible for all the Afghanistan tax computation, tax provision and implementation as applicable to the FHI360 projects.
  • Ensuring that tax withheld are deposited to Government within due time.
  • Collect all tax payment made and prepare applicable forms necessary for the submission to the tax department concerned on a monthly, quarterly or a yearly basis as required. 
  • Responsible to prepare the ministry of economy (MoEc) semi and annual reports
  • Responsible working closely with Sr. Finance Officer and Finance Manager in the preparation of FHI360 projects tax returns at the end of accounting period as laid out to by the Afghanistan Revenue Department (ARD) and Ministry of Economy
  • Collaborate closely with the Finance Officer/Finance Manager who is responsible for paying vendors/ subcontractors and grantees regarding tax paid and establish a system for proper accounting propose.
  • Report monthly tax with calculation of all taxes submitted to the Sr. Finance Officer and Finance Manager for review.
  • Submit all tax returns on behalf of finance department and ensure that its complies with ARD tax laws and MoEC/ NGO rules and regulations.
  • Maintain a proper filling system for all tax documents
  • Server as the main focal point and representative of FH1-360 in all meetings held at ARD and MoEc
  • Obtaining tax exemption certificates from concerned department of MoF for the new awarded projects.
  • Process the paper work for the statutory audit and serve as focal point for the completions.
  • Any other tasks assigned by supervisor
Educational Background: 
Bachelor Degree in related field
Skills/Experience: 
  • Knowledge and understating of Afghanistan tax law and NGO rule and regulations
  • Two years’ work experience with USAID funded projects
  • With certified training on Afghanistan tax law and Ministry of Economy rule and regulations (If possible)
  • Strong verbal and non-verbal communication skills to objectives.
  • High level of organization and time management skills
  • Advanced skills in MS Office Suite (Word, Outlook, Excel, PowerPoint, and Access).
  • Ability to handle oral and written communications independently.
  • Ability to communicate effectively and tactfully with all levels of staff
  • Must be able to read, write and speak fluent English; fluent in host country language.
