We are currently seeking qualified candidates for the position of Director of Operations and Procurement based in Kabul, Afghanistan. 

FHI 360 is seeking applications for a Director of Operations and Procurement for an anticipated USAID Support for Higher Education Activity in Afghanistan project which will build on current investments made by USAID Afghanistan in higher education and post-secondary level vocational training opportunities to equip them with the knowledge and skills needed to meaningfully contribute to the workforce. The anticipated project is expected to introduce opportunities for market driven degree programs, development of leadership and soft skills among students and faculty, and to support public universities with organizational development and policy reform.

The Director of Operations and Procurement (DOP) shall work under the direct supervision of the Chief of Party and will be responsible for all aspects of the USAID Support for Higher Education project’s field-based operations and procurement functions. The DOP must ensure operational support (including inventory and facilities management) for the main project office and any field offices in up to seven provinces. The DOP must have prior experience implementing donor organizations, specifically with USAID, and must ensure that all aspects of operations and procurement are compliant with USAID/US government regulations and local laws. Additional responsibilities include the following.

Areas of Responsibility: 
  • Oversee Operations and Procurement teams and ensure the effective administration of all operations functions (including facilities management and inventory) and procurement processes.
  • Review and strengthen procurement policies and procedures, including internal control systems that ensure adherence to FHI 360 guidance, federal rules and regulations, and local laws.
  • Work with the Chief of Party, Deputy Chief of Party, and technical team leads to identify the procurement needs related to the approved project work plan, supporting procurement requests and managing the in-country procurement process.
  • Work with Director of Finance and Administration to prepare and track procurement requests, ensuring that the requests can be accommodated within the approved project budget.
  • Work with the project leadership and home office team to efficiently plan, schedule, and prioritize procurement, operations, and logistic support functions.
  • Work with the Regional Office team to ensure support for regional or international procurements, as well as any organizational or client approvals that are needed for major purchases.
  • Initiate periodic reviews of procurement actions, including technical specifications, preparation of tender documents, bid evaluation reports, contract negotiations and award, and overall contract management services.
  • Oversee the creation and updating of the project inventory, as well as the care and maintenance of project equipment, furniture, and supplies, including items at project facilities and stakeholder institutions.
  • Ensure the efficient management of the project facilities, including the project offices and guest house, supporting duty of care and security for all staff, residents, and visitors.
  • Create and maintain teams for the care of project facilities (including IT, food services, and maintenance personnel); support to project personnel, residents, and guests; and the provision of a safe, healthy, and productive environment.
  • Oversee and initiate periodic reviews of non-expendable project inventory and submit required information regularly to Regional Office and Home Office team, as requested.
Educational Background: 
The DOP shall have a degree in international development or a related field, and an advanced degree (or equivalent training/certification) relating to program management.
All degrees and certification must be from accredited education or training institutions. 
Skills/Experience: 
  • The DOP shall have at least seven years of project management/leadership experience, including relevant and recent experience supporting and managing operations and procurement for international development activities.
  • Field-based experience in developing countries preferred.
  • Previous experience in conflict or post-conflict countries is desired.
  • Strong English language communication skills (written and verbal) are required. Local language abilities preferred.
