The Associate Director – Procurement and Logistics is responsible for management of procurement & logistics-related activities and supervision of procurement and logistics staff. Assists the Director of Operations in the overall management of acquisitions and logistical support required for FHI360 – Afghanistan. S/he provides overall strategic planning and guidance related to procurement and logistics and works closely with senior management advise, develop, and implement respective policies and procedures. The Associate Director – Procurement and Logistics ensures that the FHI360 - Afghanistan complies with all legal requirement of Afghanistan applicable procurement and Logistics roles and responsibilities as well as FHI360’s organizational policies and procedures and any specific clients and/or donor policies and procedures and recommends necessary actions for compliance. The Associate Director – Procurement and Logistics mentors and supports the procurement and logistics staff to build technical and professional capacities. S/he is also responsible for establishing and maintaining contacts with relevant government ministries and offices as well as service providers.
Procurement:
- Ensure effective and efficient procurement of goods and services, including preparation and checking of purchase requisitions and other procurement documents for source of supply, specifications, quantities and prices.
- Ensure proper identification and maintenance of supplier and contractor lists and databases and negotiate relevant contracts and purchase orders.
- Ensure timely payment of taxes for procured goods & services
- Be able to resolve problems as well as operational obstacles with vendors and stakeholders as necessary.
- Conduct commercial review of procurement requisitions and Statements of Work in accordance with FHI 360 – Afghanistan requirements and budgets, including cost benefit analysis, specifications, performance terms, and/or acceptance criteria
- Lead and organize project records and documentation in compliance with FHI360 - Afghanistan policies and procedures
- Develop and maintain key metrics and executive dashboard on procurement status, cost improvement, and market conditions
- Support the FHI360 - Afghanistan mission, vision, values and goals in performance of daily activities
- Develop and maintain Procurement Plan
- Track vetting validity and amount
- Conduct regular market surveys
- Lead the entire process in the planning of commodities procurement and supply chain activities, inventory control, logistics and distribution, ensuring effectively functioning processes to avoid costly delays and lost opportunities.
- Ensure effective lines of communication to ensure timely delivery of commodities using the most appropriate procurement procedures.
- Be responsible for introducing process improvements in the supply chain and identify new vendors/suppliers without jeopardizing quality and service delivery.
- Ensure full compliance with FHI360 - Afghanistan procurement rules and regulations
- Establish and implement a monitoring system that ensures that the prices paid for commodities are in line with local market prices.
- Develop and manage the rosters of suppliers, elaborate supplier selection, and evaluation, quality and performance measurement mechanisms
- Oversee monthly, quarterly and annual procurement plans and progress reports as required
- Ensure transparent and competitive procurements are conducted and properly documented as required, and in compliance with FHI360 - Afghanistan
- Leads the bid solicitation process including drafting and issuing RFQ, RFP, RFI, Tenders, developing bid evaluation criteria and guiding clients on processes involved;
- Oversee selection committees to review applications and select vendors that ensures the integrity of the competitive process, facilitates bidder debriefings where necessary, and exercises appropriate judgment and tact while ensuring to protect confidential information.

Logistics
- In coordination with Security oversee the fleet management.
- In coordination with Administration oversee the events management requests including preparation of venue, refreshments, and other arrangements. Provide support for meetings when needed
- Ensure required arrangements for facility maintenance
- Ensure lodging and transportation arrangements when required
Staffing
- Supervision, capacity building, and mentoring of procurement and logistics staff.
- Plan and organize the work of procurement and logistics team.
- Carry out performance evaluation of procurement and logistics staff and monitor implementation of annual performance plan.
- Strong communication skill and English proficiency, both in written and verbal
