Under the leadership of the Project Director, the Project Manager, who should be a cash programming specialist will oversee the overall field operations, and ensure the smooth running of the AFDB funded Short-term Emergency Response Project (STERP) which aims to provide emergency food assistance to the most vulnerable households in South Sudan. The incumbent will, also be responsible for supporting the Project Director (PD) in the overall management of the project. In collaboration with the PD, s/he will maintain close liaison with IGAD, Local Government authorities, and various line ministries and partners as needed. Additionally, s/he will coordinate and manage Field project implementation, grants/finance, operations, and management information functions of the project. The overall project goal will be achieved through:
- Provision of conditional and unconditional cash transfers to 50,000 vulnerable households in the urban and peri-urban set up to meet their food gap and to improve their purchasing power for basic goods and services.
Programme Management and Supervision:
- Take leadership of the project field operations, providing direction and oversight to all regions where the AFDB funded Short-term Emergency Response Project (STERP) project is being implemented ensuring that this in is done in accordance with the overall World Vision South Sudan country strategy, internal and donor policies and procedures.
- As project manager take leadership in rolling out the project, drawing up operational plans as well as initiating stakeholder engagements and negotiation of operational space.
- Supervise project Co-ordinators in the implementation, monitoring, reporting and evaluation of the project including adherence to international standards (e.g. Sphere, HAP, Do No Harm, Child Protection, LCP, and AAP.)
- Provide technical and operations support to all project sites being implemented under STERP in coordination with the Technical Advisors of specific themes covered by the project.
Coordination:
- Key sectors in the organization such as Supply Chain, Finance and Administration.
- Work in collaboration with other key relevant organizations and institutions in the implementation of the project.
- Co-ordinate with other Response and development Agencies, Local authorities and Government stakeholders in ensuring that that the Cash transfer intervention strategy is targeted to the appropriate target population.
- Liaison with M and E department to carry out market assessments and general food security and market monitoring.
Cash Programming Leadership:
- Take a leadership role in the voucher component of the project, with particular attention to the voucher component distribution methodology.
- Leading in the identification of and Assessment of vendors, and traders, to support the voucher project.
- Provide technical oversight in cash based programming, ensuring that standards are according to the donor and World Vision Cash based programming manual.
Donor and External Engagements:
At Field and operational level:
- Act as World Vision South Sudan official representative/liaison in respect of STERP.
- Engage and network with government authorities and departments affecting operations, donors, NGOs and UN agencies for coordination and in order to maintain cordial relations Create a conducive operational environment in the region by maintaining good working relationships with local authorities and community leaders, without compromising the independence of World Vision South Sudan and its ministry role.
- Manage public relations for WVSS within the operational area, including handling visitors and media personnel.
- Provide Response Director and the National Director with regular updates as needed including alerts on any developments that may affect WV operations, related to the project.
Program Monitoring:
- Monitor closely project implementation to ensure achievement of programme goals and objectives/targets within set timelines, and in line with donor standards.
- Track project expenditure making sure it’s on track for the attainment of the project’s set targets.
Reporting:
- Develop and implement operations reporting systems for timely and accurate reporting by all projects internally and externally to donors and stakeholders.
- Reviewing project reports produced by project Co-ordinators for quality and accuracy making sure that they meet donor expectations and standards.
Human Resources Responsibility:
- Work with the People & Culture (P&C/HR))Director to ensure appropriate P&C services to the whole Programme team.
- On behalf of P&C ensure the application of WVSS policies and procedures across all programme staff.
- Create a conducive work environment, maintain team spirit and ensure cohesion with the teams for attainment of organizational goals.
- Consult, listen and use suggestions from team members in decision making.
- Help programme staff set goals and monitor their progress, providing regular feedback on performance.
- Identify staff training needs and facilitate such trainings in liaison with P&C Director.
- Coaching and mentoring programme staff for their growth and taking up leadership positions in future.
- Participate in the recruitment and selection processes of staff for the whole programme.
- At least 7 years proven experience, with large INGOs with at least 3 years in senior management position.
- Sound knowledge of humanitarian international standards , policies and procedures.
- Experience in management and knowledge of basic accounting methods and procedures.
- Strong and demonstrable management skills.
- Strong and proven people management skills.
- Ability to train and supervise a multi-cultural team.
- At least 3 years’ experience in cash based programming, in an emergency setting.
- Experience in Voucher project management desirable.
- Good cross-cultural communication skills.
- good public relations and public speaking skills.
- An openness to learning about and understanding the culture, political, and social and economic situation of the country.
- Experience in project design, implementation, monitoring and evaluation.
- A committed Christian who is willing to accept WV’s Christian ethos as reflected in the core values.
- Willingness to spend at least 30% of his/her time in the field visiting projects sometimes under difficult living conditions.
- Ability to work and travel extensively in South Sudan and elsewhere to attend various senior management meetings internationally and within the World Vision Partnership.
Working Environment / Conditions:
- Work environment: Kuajok based position with frequent visits to other states.
- Travel: 30% domestic/international travels is required.
- Able to work without supervision and under strict deadlines.
