To provide strategic leadership, technical management and coordination to World Vision South Sudan food assistance program(both food in kind and cash based programming) by ensuring that the design, implementation and monitoring is done by integrating with other relevant sectors Food Security, Nutrition and Education in order to lead to quality programming and efficiency while ensuring that donors and World Vision standards in food and cash based programming are followed/adhered to.
Areas of Responsibility:
- Spearhead development and negotiations of food programs by mobilizing and sustaining support from World Vision Partnership and Donor organizations (WFP, FAO, ECHO, USAID) for both humanitarian and development operations in Food security, Nutrition and Education.
- Ensure good networking, engagement and good relationship with WFP, FPMG and Support Offices to ensure trust and continued partnership with World Vision South Sudan.
- Develop and support the capacity building of National staff in Food programming and project management.
- Support the Project Managers/Senior Food Assistance Officers in designing food/Cash projects that are integrating with relevant sectors i.e FSL, Nutrition , education in order to ensure quality programming and greater impact.
- Conduct Field monitoring of Food Programming both in kind and cash based programming within World Vision South Sudan by ensuring that implementation is done as per WVI and donors standards and policies .
- Ensure accurate reports are timely submitted to Donors and all stakeholders.
- Active participation and engagement with relevant clusters as required; FSL, NFI, Education and Nutrition.
- Support Operations and Program in engaging in country donors and UN agencies in order to preposition and ensure good relationship with World Vision South Sudan.
- Provide oversight over the project financial procedures, including budgeting, budget tracking , control, invoice payment/PBAS commitment and reporting of Food/Cash based Projects.
Educational Background:
University degree.
Skills/Experience:
- Requires at least three years’ experience in both humanitarian emergency and community development.
- Experience in developing and implementing all types of food programming (GFD, FFE, FFA, SFP, Cash transfers).
- Affinity to development.
- Good oral and written communication skills.
- Proven ability in relating with national staff and governmental authorities.
- Able to work in a harsh and demanding environment and adaptable to rapidly Changing contexts.
- Able to learn new languages readily.
- Able to travel to security-risk areas, as often as 40% of the time.
- Computer aptitude desirable (MSWORD, EXCEL, Lotus Notes).
- Ability to lead, plan, and organize.
- Good understanding of World Vision Commodity management and Sphere standards.
- Good coordination and leadership skills.
Working Environment/Travel:
- This position requires frequent travel to the field and international travels (40%).
