The MER Manager position incumbent is treated as a deployment of an FHI 360 staff to Vukuzithathe (Kwa Zulu Natal)as part of a broader performance strengthening strategy.  The MER Manager will be employed on a short-term basis and will be deployed to Vukuzithathe from August 2019 to end of October 2019 to work as part of an on-site implementation staff that ensures meeting of COP 18 targets.  Within this role the short-term manager will report to the Programme Manager; work closely with the data capturers supervising capturing and total elimination of backlogs; conduct data validations on all data that is / will be reported as Quarter 4 data (APR).  The incumbent will work with care workers and all other staff members in the implementation chain to ensure that case files exist, and that data reported under the OVC_SERV and the OVC HIV_STAT indicators can be successfully traced back to case files with all the standardized case management forms filed accordingly.  The incumbent will be responsible for cross checking that data captured in the CBIMS database is aligned to reports generated from this system and to paper-based data trails.

The incumbent will take lead in processing large amounts of service data/statistics and information for the entire program and its activities or project. The incumbent will lead and accomplish all MER functions, related to results achievement and further strengthens the Implementing Partner data collection and reporting systems and practices through providing data quality support, conduct root cause analysis for poor quality data from the field and make recommendations for continuous quality improvements.

The incumbent will support selected activities in monitoring activities including indicator institutionalisation, MER training activities, data collection, data quality assessments, data analysis and will lead data reviews for program improvement and for reporting purposes. The incumbent will be responsible for putting data collection and data management processes in place. The incumbent shall be responsible for creating detailed data reports for the donors’ reports, as well as participate in technical review meetings to suggest new ideas for relevant processes. The incumbent shall oversee and ensure timely process of complete data abstraction and data entry into the CBIMS database.

Areas of Responsibility: 

The MER Manager shall work closely with the current MER Officer to :

  • Lead M&E system and process development and creating a framework and procedures for the monitoring and evaluation of program activities
  • Supervise and support Data Captures and Data Coordinators
  • Act as the contact point person for MER for the ReACH programme
  • Champion implementation of Site Improvement Monitoring Systems (SIMS), Quality Improvement (QI) and Routine Data Validation activities at site level and identify the root causes of poor routine data and make appropriate recommendations for continuous improvement.
  • Conduct field visits to ensure quality of data collected and to verify accuracy of reported data
  • Verify the information from the supervisor for integrity and quality, to ensure that Interventions are data captured onto the USAID database
  • Capacity building of the data capturers on any challenges and new developments on the CBIMs database
  • Ensure that all MER documents and supporting documentation is properly completed for audit purposes
  • Submit Weekly Data Planning report to FHI360
  • Submit Monthly Datasheets (results) for the program to enable monitoring and tracking of progress with respect to the set benchmarks by the 6th of each month.
  • Attend monthly programme team meetings and FHI360 led quarterly meeting
  • Lead the reporting of data to FHI 360 CDS;
  • Work closely with care workers and other programme staff towards collection and aggregation of high data quality and data integration practices across the program ensuring accurate reporting.
  • Provide overall supervision and mentorship to data coordinators and data capturers  in achieving all data quality and reporting objectives of the program in a timely manner.
  • Manage the CBIMS database
  • Utilize his/her data quality experience to mentor care worker Supervisors and data capturers to ensure they understand how best deal with data verification and data quality issues at the site level prior to reporting to the MER unit
  • Ensure that a living project-wide Standard Operating Procedure (SOP) in place for managing the Data Management and Data Quality Assurance (DQA) System with in-depth description of mechanism for tracking errors, verifying the integrity of data, and reporting their progress
  • Oversee the implementation and evaluation of data quality management policies and practices including data profiling and cleaning data in line with data quality best practices.
Educational Background: 
A junior degree in a related field or in health discipline is required for this position.
Skills/Experience: 
  • A minimum of 5 years and progressive work experience in MER and in data analytics and reporting 
  • Proficient with Microsoft Office applications such as word processing and spreadsheet software, Microsoft Access, Excel.
  • Should be highly organized individuals that pay close attention to details. 
  • Possess strong oral and written communication skills.
  • Should be able to multitask in a variety of projects at a time.
  • Ability to travel within the District and across implementing sites up to 60%
