The Technical Officer will work as part of the Program Team under the leadership of the Technical Director to support local civil society organizations (CSOs) to strengthen relationships with local governments on issues of accountability and tolerance. The Officer will serve as a technical resource for MADANI and will provide quality technical assistance to the Program Team, including on the development and dissemination of tools, materials, and capacity building materials.

Areas of Responsibility: 
  • Work with the Program Team to assess and improve partner CSOs’ effectiveness, efficiency, relevance, and sustainability through one-on-one mentoring, on-demand technical assistance, learning-by-doing activities, group trainings, and relationship building with local governments;
  • Collaborate with MADANI’s Local Governance Specialist to develop strategies to improve civil society relationships and engagement with local government, enabling CSOs to work in partnership with local government officials addressing issues of accountability and tolerance;
  • Collaborate with MADANI’s Capacity Development Specialist to and MADANI’s  32 field coordinators to provide partner CSOs with one-on-one mentoring, sourcing on-demand TA, learning-by-doing activities, group trainings, and relationship building with local government;  
  • Oversee the design of and develop content for the project’s Innovation and Knowledge Hub (iHub), including by sourcing expertise and developing and updating curriculum included in the iHub; 
  • Facilitate training and development plans for local CSO partners based on Organizational Performance Index (OPI) and Organizational Capacity Assessment (OCA) results and informed by a Capacity Building 2.0 approach; 
  • Support the development of tools to equip CSOs to better engage with local governments, including talking points, roundtable consultation strategies, public-private working group approaches, etc.; 
  • Contribute to the development of a performance measurement system for CSOs, including recommendations for the institutionalization of this system within existing local structures; 
  • Work closely with consultants and service providers to deliver MADANI services to local partners;
  • Thoughtfully include gender and social inclusion (GESI) considerations across civil society strengthening interventions; 
  • Support the sustainability of MADANI activities through replication and institutionalization;
  • Work with the Communication Specialist to document partner project success stories for knowledge sharing, reporting, and replication;
  • Performs other duties as assigned.
Educational Background: 
Bachelor’s degree in relevant subject with strong grounding in social development; master’s degree preferred;
Skills/Experience: 
  • Minimum of 10 years’ experience in local governance, civil society, organizational capacity building, advocacy, rule of law, or other related democracy, rights, and governance sectors. Familiarity with USAID programming, including rules and regulations is preferred;
  • Demonstrated ability to manage projects and consultants, and to set realistic priorities, and plan for the successful implementation of activities required;
  • Demonstrated ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance required;
  • Demonstrated ability to design and adapt tools and document success stories and project learning for replication;
  • Excellent written and oral communication skills in English and Bahasa Indonesia required;
  • Demonstrated ability to think strategically and navigate politically sensitive terrain;
