The Technical Advisor, Key Population Engagement and Innovation Catalyst is responsible for providing technical leadership and innovation in all forms of key population (KP) engagement and program innovations related to the LINKAGES project in Indonesia. KP engagement is broadly defined and consists of KP involvement in all levels of program planning, implementation and evaluation; program safety and security; stigma and discrimination; violence prevention response; human right issues and media coverage of KPs and HIV programming. Innovation is also broadly defined and consists of developing and introducing community-based program innovations that improve KP choice, enhance service engagement, and protect human rights.  Innovations include PrEP, HIV self-testing, community-based HIV screening, and community-based human rights and service feedback monitoring.

Areas of Responsibility: 
  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects.
  • Develop plan, execute activities and report on KP engagement related activities 
  • Assess CSOs readiness and progress on safety and security issues, develop and implement specific interventions to increase CSO readiness around safety and security as well as provide TA to non-LINKAGES CSO partners to enhance safety and security readiness.
  • Adapt stigma and discrimination modules and provide TA support in stigma and discrimination reduction training/orientation/consultation/workshop among CSOs partners and health care workers as well as other stakeholders.
  • Develop and implement violence and prevention response (VPR) to increase CSO partners’ ability to cope with these issues and develop tools and job aides related to violence prevention response that can be used by CSO partners.
  • Improve understanding of human rights and action procedures to manage human rights violations among KPs by CSOs.
  • Routinely monitor and regularly report on media coverage of KPs and HIV programming.  Work with M&E personnel to link media coverage with service uptake information in quarterly reports.
  • Collaborate with WHO and UNAIDS to develop a PrEP policy and program brief, and advocate to MOH to implement PrEP among KPs.
  • Develop cooperation with various organizations (donors, UN, private sector, CSO) to jointly advocate for MOH to issue regulations on HIV self-testing.
  • Work closely with UNFPA/IAC and Spiritia to develop and implement community-based HIV screening (CBS) study protocols, providing TA support in its implementation and utilization.
  • Collaborate with UNFPA/IAC and Spiritia to introduce a community-based monitoring framework (CBMF) and provide TA support for CBMF implementation in Jakarta.
  • Work closely with the LINKAGES Enabling Environment Technical Officer to advocate for and/or carry out KP Engagement and Innovations interventions.
  • Represent LINKAGES at relevant meetings, consultations and conferences within Indonesia or at the regional/global levels.
  • Develop and monitor workplans and budgets involving KP engagement and innovation catalyst activities.
  • Report on progress regularly to the LINKAGES Chief or Party and Project Manager.
  • Stay current and up to date on all aspects of Government of Indonesia, PEPFAR and GFATM programming related to KP engagement and program innovations.
  • Perform other relevant duties as assigned

Collaborating Unit and Team:

  • To carry out these duties and responsibilities, the Technical Advisor, Key Population Engagement and Innovation Catalyst, will lead the initiative and work together with the Enabling Environment Technical Officer, and liaise with the Community-Based Services Unit, the Capacity Development Unit, the Clinical Services Unit and M & E/SI Unit.  This position may also be closely linked to the First 95 AIDS Elimination team.
Educational Background: 
Master's Degree or its International Equivalent in Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
Skills/Experience: 
  • At least 5-7 years of KP or human rights programming experience
  • Experience with U.S. government rules and regulations and experience working in an international NGO environment
  • Excellent written and oral communication skills in Bahasa and English
  • Demonstrated capacity building, management and partnership experience
  • Proven skills in Key Population or human rights programming and advocacy

Qualifications:

  • Extensive experience with the design, implementation, and management of HIV public health/international development programs funded by USAID
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia/Asia
  • Excellent and demonstrated experience working with a variety of stakeholders on sensitive issues
  • Ability to manage and complete numerous tasks with a high degree of organization
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project management
  • Ability to meet deadlines with strong attention to consistency, detail, and quality
  • Ability to travel within country or region and internationally if needed
