FHI 360 is currently seeking qualified candidates for the position of Strategic Information Senior Technical Advisor to support the USAID-funded LINKAGES Across the Continuum of HIV Services for Key Populations (LINKAGES) project. Through the support of this position, LINKAGES aims to employ more effective strategies to (1) reach key populations (KP), their partners, and their networks with effective strategies for prevention, testing, treatment, and retention, and (2) improve the use of data systems and dashboards to optimize program improvement.

The Strategic Information (SI) Senior Technical Advisor will provide strategic and technical leadership to increase the culture of data analysis, use and evaluation within the LINKAGES project. In collaboration with the Indonesian M&E/SI Senior Technical Advisor and other members of the M&E/SI team, the SI Senior Technical Advisor closely monitors progress toward achieving PEPFAR targets, translating strategic information into improved PEPFAR programming and delivery of services, providing accountability for use of PEPFAR resources, and contributing supporting internal and external capacity for using SI toward epidemic control.

Areas of Responsibility: 
  • Provides technical assistance to USAID/LINKAGES regarding epidemic trends, national monitoring and size estimates, integration of health management information systems, and support for data analysis and triangulation
  • Establishes country- and program-level targets and prepares country-level Regional Operational M&E plans and key interventions, in coordination with the Indonesia M&E/SI Senior Technical Advisor and under the guidance of the LINKAGES Project Director
  • Ensures compliance with PEPFAR high frequency reporting, MER and DQA requirements; reviews annual expenditure analysis data, and systematically tracks partner performance against established benchmarks and targets; performs data quality checks on existing datasets used in the program and improves, as necessary, existing tools for automating data validation processes
  • Provides capacity building to LINKAGES Indonesia technical teams and relevant implementation units (e.g. district and facility-level rapid response teams) to analyze their own data for decision-making, in close collaboration with the Indonesia M&E/SI Senior Technical Advisor and M&E/SI unit members
  • Strengthens and ensures application of effective data collection, tracking, and reporting to monitor activity outputs and program quality and makes recommendations for improvement; carries out rigorous, real-time analyses and triangulation of data from a variety of sources (e.g. programmatic, epidemiological, financial, supply chain, demographic) to unearth implementation obstacles and opportunities, and employs cutting edge approaches and tools to generate compelling data visualizations
  • Develops SI-related SOW and contractual materials; supervises – together with the Indonesian Senior Technical Advisor – SI-related contractors/partners, ensuring quality and timeliness of work
  • Provides continual, needs-based training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations
  • Identifies best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders
  • Continually maintains a dialogue and M&E technical exchange with field counterparts, PEPFAR and LINKAGES/FHI 360 technical staff
  • Ensures data quality audits are routinely collected and monitors data quality and accuracy, immediately reporting any discrepancies to the Indonesian Senior Technical Advisor and Project Director
  • Collaborates with local health departments and other national stakeholders for implementation research design and provides quality assurance for all study components
  • Collects lessons learned from programs and collaborate with senior management to assure that M&E components are thorough and of high quality
  • Communicates effectively and accurately with PEPFAR and LINKAGES/FHI 360 colleagues; host governmental officials at the national, provincial and district levels; community-based leadership; and numerous international and local health organizations, donors, and multilateral agencies
  • Prepares reports, correspondence, and documents in English in a professional and competent manner requiring little or no editorial change
Educational Background: 
Master’s degree or its International Equivalent - Health, Nutrition, Epidemiology, Information Science, International Development, Social Sciences or Related Field
Skills/Experience: 
  • At least one prior position of three years or more duration in a senior SI or M&E technical post
  • Minimum of 8 years of relevant experience in developing and supporting health monitoring and evaluation systems
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Demonstrable skills and experience in development of M&E tools, data analysis, data use, and assessments
  • Demonstrable skills and experience in developing study protocols, supervising study field activities and data management, and has peer-reviewed publications.
  • Experience working with PEPFAR-funded monitoring and evaluation systems highly preferred
  • Proficiency in data management and analytic software e.g. MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata, R.
  • Excellent oral and written communication skills in English
