Reporting to the Chief of Party, the Monitoring, Evaluation, Research, Learning and Communications Advisor (MERLC Advisor) will serve as the senior MERLC technical expert for the USAID TB Private Sector Activity. The Advisor will provide technical assistance and oversight to monitoring and evaluation (M&E), research, learning and communication activities, including the development and dissemination of tools, materials, reports, papers, and intervention-linked research. The candidate should have a strong background in technical writing and communications, with experience in translation of complex data sets and information into audience-appropriate communications products and media.
The Advisor will oversee data analysis and production of data use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
The Advisor will also oversee the establishment of an M&E system, including data collection, analysis, and reporting on key outputs, outcomes and impact indicators for the Activity, and work closely with the technical team to ensure compatibility and coordination within the existing M&E framework, and consistency with national and donor requirements.
The candidate will develop and implement TBPS strategy to promote the collection and dissemination of data generated throughout the project and will take the lead on ensuring adequate uptake and scaling of project interventions via government stewardship and other approaches. The position shall be based in Jakarta Indonesia and recruitment is contingent upon final USAID approval of the candidate.
- Leads the M&E, research, learning and communication activities for the TBPS activity, including management and supervision of the M&E, research, and communications specialist staff
- Oversees the development of high-quality communications materials generated from project research, data, and implementation, including best practices, success stories, technical reports, policy briefs, peer-reviewed journal articles, and popular (social) media products
- Leads engagement with government and private sector on data collection, dissemination, and communications for TBPS activities
- Develops and implements scale-up and adoption strategy for TBPS interventions, supporting public sector stewardship in coordination with the technical team
- Leads development and oversees implementation of an M&E system to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
- Develops and supports the design and implementation of evaluations, surveys, implementation research and other data gathering activities
- Ensures any data gathering activities supported by TBPS comply with FHI 360 quality assurance protocols as well as with the Government of Indonesia’s regulations
- Develops high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results
- Builds upon industry and experiences to improve consistency, quality and practicality of M&E strategies; promote dissemination and use of lessons learned within the Activity, the Government of Indonesia and other development partners
- Builds capacity of staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations
- Liaise with national, multisectoral and donor M&E TWG and colleagues to ensure programs provide complementary support and contribution to evolution of country M&E systems
- Performs other duties as assigned
- Eight years’ working experience in research, technical communications, monitoring & evaluation, or related field
- Expertise in advanced technical writing and technical communications
- Must have exceptional writing, communications and presentation skills, fluency in the English language, strong teamwork and effective cross-cultural interpersonal skills
- Experience on USAID-funded projects
- Demonstrated research experience and skills, complemented by collaboration with varying types of partners
- Must have extensive knowledge in collaboration, learning, and adapting concepts for health projects
- Demonstrated experience in peer-reviewed journal publication
- Must have significant experience working in middle income (lower and/or upper middle-income countries), including Indonesia
- Fluent in English and Bahasa Indonesia
Preferred Requirements:
- At least 15 years of relevant work experience in monitoring and evaluation in developing countries with donor-funded projects
- Strong background in quantitative research design, methods, analysis and application of subsequent insights to improve performance
- Experienced in capacity development of government counterparts
