The Associate Director, Strategic Engagement, reporting to the TB Private Sector Advisor, will set strategy and manage the technical unit in support of TBPS activities to improve TB care in the private sector by engaging with four key health provider stakeholders: diagnostic laboratories, pharmacies, primary and secondary health facilities, in close collaboration with the government sector (Puskesmas, public hospitals, provincial and district health offices, and the National TB Program). TBPS works through the district public-private mix structure, supporting the professional associations (KOPI-TB) and community service organizations to improve TB outcomes in the private sector. The Associate Director, Strategic Engagement will also take the lead on TBPS activities centered on building capacity for MDR-TB referral and treatment.
- Under guidance of the TB Private Sector Advisor, contributes substantially to the private sector provider engagement strategy and implementation of TBPS
- Manages and supervises a unit of engagement specialists, coordinating technical activities, implementation planning, and ensuring effective and timely completion of activities under approved work plans
- Contributes high-level inputs into the annual work plans, activity monitoring, evaluation, and learning plans, and utilizes project learning for course correction and strategic revision, when needed
- Coordinates with direct reports to ensure contractual deliverables are of high quality, completed and submitted in a timely manner
- Leads the drafting of TBPS engagement plan for private sector facilities (standalone GPs, clinics, hospitals, pharmacies, and laboratories) in target districts
- Leads technical team, along with National TB Program, District and Provincial Health Offices, to map and create linkages between private providers and laboratories and pharmacies to ensure access to high quality diagnostic and treatment under DPPM model
- Leads technical team to develop and pilot the different models of private hospital/Utama Clinic engagement focused on DR-TB referrals and treatment
- Provides inputs into data analysis, monitoring and evaluation for TBPS project
- Together with AMELP advisor, coordinates project learning activities to guide TBPS project course correction and ensure targets are met
- Together with the National TB Program and the TBPS technical team, leads development of a scale-up plan for private sector engagement in non-TBPS districts
- Provide technical support to other implementing partners/organizations
- Undertake other technical tasks that arise during project implementation
Supervision Given/Received:

- Minimum of 8 years’ experience in technical and operational implementation of TB programs
- Leadership roles in private or public-sector enterprise, including experience in designing and implementing research projects
- Experience in conceiving, planning and executing complex programs with government engagement
- Fluency in written and spoken Bahasa and high proficiency in English
- Authorization to work in Indonesia
