The State Deputy Program Director is charged with managerial oversight of local partnerships and programs, and the execution of the state plan.  Under the supervision of the State Program Director, the Deputy Program Director leads adaptation and implementation of quality programs, efficient monitoring and evaluation systems, and provision of first class training and technical assistance to partners.  This person is also responsible for the management and monitoring of sub-awards budgets.  In addition, the State Deputy Program Director assists in the planning and execution of state-based advocacy events; donor/VIP visits, and marketing/communication efforts.

Further, the State Deputy Program Director is accountable for supporting the implementation of USPA’s strategic goals, and maintains the highest standard of program results for children.  This person is responsible for integrating programs and program delivery methods at the field level and supporting staff and partners in planning, execution, and reporting of results.  

Additionally, the State Deputy Program Director is responsible for leading partner efforts to meet Sponsorship operations requirements and goals, maintaining effective partner relations, and planning.  This person will be the point person for the state to spread best program practices as well as implementing career development path for direct reports.  The Deputy Program Director is responsible for general knowledge of all programming (e.g., school age and early childhood as well as response), and has the ability to answer questions about program design to both internal and external stakeholders.

Areas of Responsibility: 

Partnership Development 20%:

  • Analyze potential partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations.
  • Oversee overall management of site, school, and community partnerships.
  • Manage the annual Partner Planning and budget negotiation process.
  • Support partners in planning, implementing, and progress monitoring.
  • In collaboration with the State Program Director establish state-level, county-level, and local level partnership strategy as well as relationships with key stakeholders, funders, and program partners, including district and school administrators.
  • Work with State Program Director and other key team members to support donor site visits as needed.
  • Maintain current emergency partnerships with child-care and early education networks as well as school district partners.
  • Work closely with State Director to create/implement state growth and expansion plan.

Programmatic Excellence: 40%

  • Lead a team of Program Specialists to ensure all programs are being delivered in a high quality manner that leads to exceeding all program monitoring goals.
  • Coordinate local staff and national support to ensure timely training and technical assistance across all programs.
  • Work with the State Program Director to oversee program and operations team to make sure grant deliverables are met.
  • Collaborate with Disaster Response team as necessary in conjunction with any response and recovery efforts in the state.

Operational Excellence: 40%

  • Provide regular, timely communication to State Program Director and other key team members as needed with progress updates, partner/program concerns, and other key areas of operation (e.g., Sponsorship, Gifts in Kind, Donor Visits, etc.).
  • Assist State Program Director with development and management of state-level annual budget and plan.
  • Work with State Program Director to oversee portfolio of sub-grants to partners ensuring efficient and allowable use of funds.
  • Oversee tracking and distribution of GIK in a timely manner.
  • Work with State Program Director to coordinate with finance and operations team to ensure compliance with budget management, donor reporting, procurement procedures, etc.
  • Work with HR and program teams to recruit, train, and supervise high quality staff.
  • Ensure all program and operations monitoring data is being tracked/entered.
Educational Background: 
Bachelor’s degree or equivalent relevant experience required.
Skills/Experience: 
  • Minimum 5-7 years' experience in area of expertise
  • Ability to use MS Word, Excel, PPT and on-line technologies proficiently.
  • Willingness to travel regularly in the region.
  • Ability to supervise team to ensure that key programmatic results indicators and operational deliverables are met.
  • Ability to use various platforms and technologies to provide timely, clear, concise communication to State Program Director and other team members as needed.
  • Strong level of technical and/ or managerial knowledge, skills, and experience to lead a unit or team, or provide the technical advice, guidance and direction related to various size programs and grants.
  • Provides input to the strategic and operational plan for the state.
  • Exercises independent judgment and discretion on significant matters related to functional area.
  • Key deliverables for work projects/tasks are determined jointly with supervisor, and implemented with management support.
  • Has strong presence and builds effective relationships with district and school administrators, funders, key strategic partners, and team members.
  • Self-motivated, goal-oriented, detailed individual who can work proactively in a fast-paced work landscape.
  • Ability and means to travel on a flexible schedule as needed, proof of liability and property damage insurance on vehicle used is required

Preferred Qualifications

  • Master’s Degree
  • Experience working in rural communities with limited resources, and working with families who are economically challenged.
