The Manager, Finance & Ops, will act as a program financial point person and fiscal advisor to the Program Director. They will manage program finances and processes at a local level and ensure responsible stewardship of Head Start funding throughout the life of the award. They will work with both local and national level staff, leading a small team of local administrative staff working to support program implementation. The Manager, Finance Ops reports to the Head Start Program Director but is subject to ongoing monitoring and technical support from the Finance Director, Head Start.
Areas of Responsibility:
Program & Budget Holder Support (40%)
- Support Program Director and staff with fiscal decision-making
- Maintain up-to-date financial information for use
- Manage timesheet allocations for program staff and review the labor distribution every month
- Prepare monthly board reports for budget calls
- Lead monthly budget calls to review spending and BvA with stakeholders
- Follow up on action items from LOA call monthly
- Act as program resource on procurement, ensure consistent application of procurement policy,
Financial Management (35%)
- Monitor expenditure and ensure proper coding utilization
- Lead the identification and processing of reclasses
- Consultant invoicing & tracking
- Oversee gift-in-kind (GIK) management and review
- Support national team with donor reporting
- Support national team with audit, including provision of context and documentation
- Assist national team in the building of federal proposals and budgeting
Operations & Staff Management (25%)
- Manage a small team of local operations and admin staff
- Oversee management of fleet and facilities, ensure proper escalation of issues to
- national team as needed
- Oversee data entry and monitoring & evaluation functions, ensure all data is
- entered timely and utilized effectively
Educational Background:
Bachelor degree in Finance, Accounting, Business Administration, or related
Skills/Experience:
- 1-3 years’ related experience
- Supervisory experience
