This position assists the Southern Zonal Programs Manager to facilitate and overall coordinate the Gift Catalogue Livestock Initiative Project (GC Project) activities in 3 APs in designing, planning, implementing, monitoring and evaluation within goal, outcomes, and outputs stated in the project design document and annual/quarterly plans.
Areas of Responsibility:
Project Planning & Budget (Time Spent: 15%)
- In close coordination and collaboration with related AP team at each location, project manager and livelihood technical manager at National Office, undertakes the project assessment & planning under the light of the donors’ requirements and WVV’s Strategy.
- Quarterly and Annual Plans of Action & Budget, Detailed Implementation Plans are prepared and approved by the relevant authorities.
- Carefully monitor the project budget, providing recommendations and interventions to APs to correct any deviations, ensuring beneficiaries and partners’ needs are taken into account in the budgeting process.
Project Implementation & Management (Time Spent: 75%)
- Coordination with APs and partners in daily/weekly implementation of project activities to meet project requirements and standards.
- Coordinate with the WVV’s relevant departments/units (Operations, GAM, Finance, Administration, Livelihood technical program team and People and Culture etc) to establish and maintain management systems and procedures that deliver transparency, accountability and quality implementation
- Verification of projects against approved Quarterly and Annual Plans of Action & Budget at district and grassroots level is built and maintained.
- Sets up and builds technical capacity for project team
- Workshops, training, and other capacity building activities are organized as per the POA and on a necessary basis.
- The integration of the GC project with other AP projects in the field of animal husbandry/food security/nutrition and on-going projects of the government and other organizations on the related field is implemented.
- “Good practices” on Livestock project implementation are documented and shared with other projects, APs, local partners and SO
- Periodical reports in line with WVV and donors’ requirements, as well as other reports within responsibilities are prepared as per the deadlines.
- Perform administrative tasks as assigned by the line manager.
Project Monitoring & Evaluation (Time Spent: 10%)
- The logical framework and M&E system including M&E tools, indicators, targets are defined.
- On-going progresses towards achieving project goals/Outcomes/Outputs are tracked and Mid-year and Annual Management Reports are prepared.
- Baseline surveys and final evaluations are coordinated in coordination with the relevant ADP Managers and NC.
Educational Background:
Bachelor degree in Husbandry Science. Bachelor degree in Agriculture or Agriculture economics.
Skills/Experience:
- Sound understanding on Economic and Agricultural Development and rural development.
- Strong understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
- Strong knowledge and skills on animal raising techniques
- Sound project planning, management, monitoring and evaluation skills.
- Good community mobilization skills, including networking/coordination among different stakeholders, especially local partners.
- Good training and group facilitation skills
- Strong command of report writing in Vietnamese
- Good report writing and reading skills in English
- Good computer skills in Word, Excel, Power point and email.
- A good team player
- Ability to travel extensively to the target ADPs in different district/provinces and live in a rural setting.
Experience
- A minimum of 2 years’ experience working in Economic and Agricultural Development and at least 2 years’ experience in project management.
Work Environment
- Work closely with AP teams
- Project team members are based in different workplace.
- Based in Minh Long or Son Tay district, Quang Ngai
- Significant field work required.
- Work with various stakeholders, local partners at different levels
