The Nature Conservancy is seeking an Operations Manager for the Palmyra Program who is a collaborative leader with strong technical skills, the interpersonal savvy to strengthen effective relationships with partners, and the proven ability to manage facilities in a remote and challenging environment.

The Operations Manager is based in The Nature Conservancy’s Honolulu office, and is responsible for ensuring that all operations on Palmyra are conducted in a safe and efficient manner, and in compliance with all applicable laws and regulations. The Operations Manager is responsible for oversight and management of all of the Conservancy's facilities and equipment on Palmyra, including maintenance buildings, research facilities, aircraft runway, renewable energy system, food preparation facilities, fuel farm and lodging, and housekeeping facilities. The Operations Manager may supervise staff as appropriate.

Areas of Responsibility: 
  • Ensuring continuity of logistics, supplies, operations and facility management for Palmyra atoll;
  • Ensuring continuity of communications and medical coverage for Palmyra atoll;
  • Working with program staff to develop and ensure all station standard operating procedures, protocols and guidelines are consistent with Conservancy processes and procedures, up to date, organized and properly implemented;
  • Identifying and prioritizing maintenance needs, communicating needs to program director and Palmyra atoll staff, and developing and implementing a long-term maintenance and facilities plan for the research station;
  • Identifying areas for efficiency and alignment of processes and procedures within and across the Palmyra Program and the Conservancy;
  • Working closely with the Palmyra program director and Hawai‘i human resources manager to identify, recruit, hire, set expectations, ensure preparedness, and initially orient qualified staff and volunteers dedicated to the successful management of the Palmyra research station and facilities, including ensuring staff have TNC e-mail, time reporting, and expense reimbursement authorization and training prior to departure from Honolulu;
  • Ensuring all TNC station staff have applicable and up-to-date training and certifications; 
  • Providing a clear example of collaborative leadership for other Palmyra Program and Conservancy staff;
  • Overseeing purchases, invoice payments and expense reimbursements, and tracking expenditures according to the approved budget;
  • Identifying cost savings opportunities to ensure stewardship of Conservancy financial resources;
  • Creating regular up-to-date budget analyses to keep the Palmyra program director informed of expenses and budget status;
  • Coordinating operations contract development with finance and legal department, and tracking payments, and progress on deliverables;
  • Assisting Palmyra project manager, science director, and program director with research station logistics, including communicating with travelers about trip requirements, and provisioning and packing the aircraft;
  • Maintaining a positive, collaborative relationship with USFWS, partners, researchers, and donors  through positive, professional, regular interaction and up to date reporting of project plans and station operations;
  • Serving as the primary logistics point of contact for the CARL and ensuring alignment of facilities and research needs;
  • Assessing the technical advisory needs of the Palmyra operations program; and
  • Maintaining a flexible schedule to include mainland travel, some weekend and evening work, and travel to Palmyra to assure proper operation of the research station, and to maintain relationships with TNC staff, volunteers, USFWS staff, donors, partners, researchers, and others.

RESPONSIBILITIES AND SCOPE 

  • Gain cooperation from outside parties to accomplish program goals.
  • Assist with budget development and manage budgets to complete projects.
  • Financial responsibility may include working within/managing a budget to complete projects, negotiating and contracting with vendors, and assisting with budget development. 
  • May manage administrative and professional staff, with responsibility for performance management, training and career development.
  • Ensures program compliance with internal policies and external requirements.           
  • Under minimal supervision, makes independent decisions related to facilities management and operations, based on analysis, experience and judgment.
  • May work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances.
  • Management of flight calendar to ensure efficient and effective transportation of people and supplies to and from Palmyra.
Educational Background: 
BA/BS degree and 5 years’ experience in facilities or operations management, or equivalent combination of education and experience.
Skills/Experience: 
  • Advanced working knowledge and understanding of facilities management, and infrastructure and equipment maintenance, including buildings, energy (traditional and renewable), fresh water, sewage, boating, diving, and other systems.
  • Experience effectively managing multiple complex projects under high-stress situations.
  • Experience managing complicated budgets, workloads, transportation, and logistics.
  • Proficiency in Word, Excel, and PowerPoint to keep track of calendars, financial data, and other information. 
  • Experience communicating directions or tasks and collaborating with a team of professionals to ensure that goals are met and projects accomplished on time and on budget.
