World Vision has been successfully delivering child-centered development programmers in each of the Pacific Timor-Leste countries of Timor-Leste, Papua New Guinea, Solomon Islands and Vanuatu, focusing on community level interventions that protect children and provide opportunity for growth and development. Country programs are varied, tailored to address local development priorities and delivered in ways that are appropriate to the context in the field. Priorities expressed by the Australian and New Zealand government also suggest significant growth opportunities across the Pacific.
- To provide overall leadership and management support of five department coordinators: Finance, Logistics, Procurement, Information Technology and Office Administration
- To provide analytical supports and leadership to implement financial policies for budgets, cash management, grant and donor reporting to ensure compliance with established and appropriate policies relevant to respective projects and WV financial policy.
- To help promote financial stewardship, accountability and reliability of financial transactions
- To ensure the implementation of efficient and effective procurement and logistics and support for the continuous improvement and capacity building programs;
- To assist ICT Officer for the implementation of IT policies, procedures and best practices that enable smooth operations across country office and area programs in alignment with World Vision IT Policies in cooperation with PTL ICT Manager.
- To help administer all aspects of office management, risk management and office security.
- As a member of the Senior Management Team, provide management advice and assistance on all aspects of the ministry relating to finance and corporate solutions portfolios.
Financial Management:
- Ensure comprehensive financial systems are established and maintained in order to provide appropriate levels of security and controls over the organization's resources and operations.
- Ensure that all financial systems, policies and procedures are in compliance with the Field Financial & Grants Manual. Ensure that standards are in line with the regional/local policies and standards.
- Approve and submit financial reports in compliance with World Vision International, Regional and Support Office and Donor.
Procurement Management:
- Ensure Annual Procurement Plans are developed, implemented and monitored.
- Ensure sourcing for identification of required products and services are properly managed.
- Ensure monitoring and improvement of contracts and service level agreement to make sure what is in the agreements is being achieved and contract gaps are eliminated in consultation with Legal, if necessary.
- Develop and maintain positive relationship with suppliers though regular contact.
Office Administration:
- Ensure administrative policies and procedures are developed in compliance with WVI standards, socialized (shared with staff), understood, implemented and updated regularly.
- Help monitor the Security situation in the Solomon Islands.
IT Management:
- Assist determine work procedures, prepare work schedules, and expedites workflow; study and standardizes procedures to improve efficiency and effectiveness of information technology operations.
- Assist create and maintain guidelines, procedures and policies that will facilitate appropriate usage of IT services and equipment, hardware and software in line with PTL guidelines.
Logistics Management:
- Ensure availability of adequate equipment and supplies for warehouse, distribution management, packaging, and motor vehicles and boats.
Staff Capacity Building:
- Establish and supervise all work practices of Group staff, including on-the-job training and providing other opportunities for professional development.
- Develop the capacity of the Group to provide support to Operations.
- Lead the Group in implementing the Performance Development Management process.
- Excellent accounting and financial management skills.
- Demonstrated experience in team leadership at a strategic policy level and staff supervision.
- Demonstrated ability to solve problems, harness opportunities, and gather resources and knowledge required.
- Strong communication skills, including the ability to speak and write in English.
- Good computer skills - knowledge of Sun Systems accounting package, Other Software and Lotus Notes.
- A team player.
- Knowledge of Grants Management on at least two of the following grants (DFAT, MFAT, MoFA Japan, USAID, EC, WFP).
- At least five years working in a managerial positions in Finance, Procurement, IT, Office Admin and Logistics.

- Good analytical skills and a demonstrated ability to think creatively and innovatively.
- Experience working in a cross-cultural working environment.
Work Environment/Travel:
- The position is based in Honiara in the World Vision Solomon Island Office.
- Ability to travel in-country and internationally is required up to 30%
