This is a full-time position based in Herat, Afghanistan. The position interacts extensively with the Operations/Programme Department but reports directly to the National Director to ensure data collection, analysis and reporting systems are able to operate freely and is free from implementation bias.
Monitoring & Evaluation (M&E):
- The M&E Coordinator together with other program and project-based M&E staff constitute a matrix managed sub-unit responsible for ensuring program quality is effectively monitored and evidence of change is captured and documented.
Gender Programming:
- Ensure gender integration in the program approaches and provide technical support for the design, monitoring, evaluation and implementation of gender projects and WV Afghanistan initiatives on girls and women’s empowerment. Represent WV Afghanistan and interact with entities in and outside of Afghanistan as it relates to gender issues/programming.
Areas of Responsibility:
M&E Function Coordination/M&E Coordination:
- Establish/maintain program-wide M&E systems, structure, industry best practices, and ensure continuous improvement and quality standards.
- Ensure quality M&E is reflected in plans and budgets and that required M&E resources are realistic and attainable.
- Ensure M&E systems are geared towards donor and internal partnership reporting and take into account CHS (HAP) standards, and CWB outcomes/indicators.
- Ensure the Grants Programme Officer and other members of the Operations/Programme Unit are provided relevant data, advised on design requirements and supported in proposal development and drafting reports.
- Work with members of the Operations/Programme Unit to ensure log frames, budgets and other project documentation are in accordance with donor and WV M&E formats and standards.
- Lead coordination/implementation of all project evaluations and specific analysis initiatives as required.
- Take the lead in NO M&E staff recruitment and managing external M&E technical assistance as is beneficial/needed.
- Interact regularly with WV regional and support office M&E and program staff to ensure good coordination and to receive support for innovation and continuous improvement of WV Afghanistan M&E capacity.
Quality Assurance:
- As a result of M&E analysis, highlight areas within activities that are problematic and need management intervention or would benefit from additional technical expertise not currently available from among existing WV Afghanistan staff. Keep the National Director and Operations Director informed of potential and actual quality shortfalls.
- Ensure that M&E processes focus not only on data collection and reporting, but also result in providing quality evidence of program results and change/impact.
- Ensure all projects have quality baseline data and their designs reflect good situation analysis and needs assessment.
Information and Knowledge Management/Sharing:
- Establish and further develop internal programmatic information and knowledge management systems (e.g. implementing Horizon, LEAP 3 elements that are relevant for WV Afghanistan).
- Ensure lessons learned in one zone and/or projects are identified and highlighted to enable learning to take place in other zones and/or projects.
- Ensure program documentation is retained/saved/filed on hard copy and on Petal for future reference as required.
- Identify solutions to gather, channel and store project related information, including on implementation progress, in near real time.
- Enable WV Afghanistan to present key data at short notice to the media, donors and other stakeholders.
- Work closely with the WV Afghanistan Communications Manager to provide and ensure accurate information for publication purposes.
Capacity Building:
- Build the M&E mind-set and capacity of all WV Afghanistan M&E staff and other members of the Operations/Programme Unit.
Gender Programming:
- Assist in designing, launching and monitor the implementation of WV Afghanistan National initiatives on gender and any other WV Gender related Global Campaigns.
- Undertake gender analysis of ongoing programs/projects and recommend gender sensitive approaches relevant to implementation as per need.
- Provide information and assessments to the Senior Leadership/Grants acquisition team about the current context related to gender development issues.
- Support grants acquisition team in the design of gender projects proposals.
- Act as the focal point for gender related interaction with entities within Afghanistan, the WV global partnerships and other external organizations.
Educational Background:
Master’s degree in a relevant field.
Skills/Experience:
- Advanced written and oral English skills. (Ability to express ideas clearly and effectively, both in spoken and written English).
- Excellent analytical and problem-solving skills.
- Understanding of the workings of major donor agencies.
- Knowledge of project cycle elements, M&E systems design and management.
- Understanding of integrated rural community development programming and processes.
- Thorough knowledge of MS Office, Lotus Notes and data management and analysis software such as SPSS.
- Strong capacity building and facilitation skills.
- Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina.
- Self-starter who can work independently under pressure and who has ability to manage work tasks without direct supervision.
- Strong ability to work with and relate to diverse personality types, to practice relational and ideological tolerance, and to contribute to a positive organizational culture.

- Minimum three (3) years’ experience in M&E systems/process design and management.

Preferred Skills, Knowledge and Experience:
- Mentoring within cross cultural contexts.
- Minimum five (5) years of development and/or relief work at the programmatic level.
- Minimum (3) experience with programming that included a gender focus.
- Experience in integrated program/project cycle management.
Work Environment/Travel:
- Position is based in Herat, Afghanistan, with possible travel up to 25% of the time (local and international).
- Expatriates in Herat work intensely together in close quarters office space and also live together in a team house. It is critical that each of them have the ability to both find “personal space” for themselves and honor the personal
