The position holders will contribute to timely and transparent procurement process in support of operations. Promote awareness of WV Somaliland policy and procedures with suppliers and vendors. The incumbent will maintain a number of reporting systems which supports planning, implementation and decision-making purposes.

Areas of Responsibility: 

Ensure timely and transparent procurement processing at field-level:

  • Process procurement request within approved lead times;
  • Process contract/orders for timely, quality service level delivery;
  • Receive, prepare and submit invoices from suppliers/vendors to Accounts department in a timely and complete manner;
  • Generate Purchase Orders in support of procurement process;
  • Promote awareness of WV Somaliland policy and procedures and provide guidance to external stakeholders to enhance accountability and ensure good working relationships;
  • Working with Supply Chain Officer/Coordinate, identify current processes which could be improved to promote timely and transparent procurement;

Facilitate field-level procurement planning and implementation:

  • Prepare a competitive, transparent bid analysis and share findings and recommendation with Supply Chain Officer for review;
  • Maintain the Procurement Order Tracking Tool (POTT), generating a monthly report for management review and decision-making purposes;
  • Generate Requisition Status report on a weekly basis for management review and decision-making purposes;

​Ensure accountable, cost-effective procurement at the field level:

  • Source potential suppliers/vendors in a transparent and accountable manner in close adherence with established policy and procedures;
  • Contribute to the maintenance of a number of databases to facilitate accountable cost-effective procurement processes:
    • Item List
    • Price List;
    • Suppliers List
  • Maintain systematic and comprehensive filing system for all procurement related files;
  • Compilation and submission of monthly invoice report to facilitate accrual process;
Educational Background: 
Diploma in Store Management or related discipline.
Skills/Experience: 
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
  • Must adhere to set security standards
  • Ensure a gender perspective in the scope of work
  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Experience: 2 years; Prior experience in similar job, with good understanding on supply chain
  • Ability to articulate in written and spoken English at good level;
  • Ability to present data in a clear and coherent manner.
