The purpose of the Consultancy is to provide technical support and guidance to World Vision Zimbabwe (WVZ) Shelter programme, working towards a safer built environment and more sustainable design(s). The consultant will provide advice and technical services to assist World Vision to implement shelter and re-construction Programmes. This includes working directly with the projects supporting Education sector and community re-construction efforts in Cyclone affected communities. The consultant will work in close collaboration with the Cyclone Response Emergency Management Structure, Central government (especially Public Works Department) Local Authorities and development partners to support World Vision’s response.

Areas of Responsibility: 

Project Management:

  • Under the supervision of World Vision’s National Response Director and in consultation with relevant partners and Government officials concerned in the affected regions, design and support a Needs, Risk and Vulnerability Assessment to determine damage, settlement landscapes and legal, environment, economic and cultural considerations.
  • Design and advocate for, in collaboration with the Shelter Cluster and other relevant contributors (e.g. UN Habitat), adoption of shelter model and shelter options for reconstruction and rehabilitation of homes.

Assessments

  • Analyze the on-ground situation, identify and quantify the shelter needs and recommend possible interventions along with cost estimates for inclusion in an overall Needs, Risks and Vulnerability assessment which will thoroughly assess the extent of damage to shelter due to the heavy rains, floods, and mudslides. Provide technical guidance on shelter sector interventions using cash grants, commodity vouchers and other appropriate modalities in project designs that ensure a safer built environment and sustainable designs, developing guidance for project monitoring and evaluation tools, setting up Project administration mechanisms (Contracts, Database, Staffing, Costing).

Standard Operating Procedures (SOPS)

  • The Consultant is expected to draft Standard Operating Procedures and Frameworks for WVZ in line with International Standards, Sphere Guidelines Do No Harm Principles and donor guidelines

Training and Capacity Building

  • for project staff (including training of trainers and training of community based stakeholders- building masons), Designing and resourcing training activities, producing training materials (Graphic Design, Website, Visual Aids).

Quality Assurance and Engagements

  • Developing project level standards and guidelines aligned with key national building standards and sector guidelines, providing advice on sector safety standards, providing guidance on architectural and structural engineering designs, working in partnership by engaging local architects and engineers or when these are not available by using our in-house design and engineering to produce fully engineered architectural designs and visualization.
  • Representing the organization in relevant technical forums and cluster meetings.: Engage with the Shelter Cluster and Technical Working Groups with the view of establishing WV as thought leader in the Shelter Sector as well as preposition for funding. Technical support as needed to sectorial working groups for designing and coordination shelter interventions delivered through these sectors

Sector Logistics support & guidance

  • Mapping potential service providers and partners, Supporting Procurement processes (specifying, tendering, and contracts), establishing a tracking and reporting system for relevant sector inputs and commodities.
  • Conduct a stocktaking of critical gaps and areas of support required to improve the National Office groups, and to enable more rapid, strategic, and coordinated Shelter responses.
Educational Background: 
An advanced degree in engineering, regional planning, development or related fields;
Skills/Experience: 
  • Proven experience of undertaking shelter/reconstruction needs assessment missions;
  • At least eight years of work experience in management, settlement planning and/or project design and implementation.
  • Experience in settlement planning and is key
  • A basic understanding of the emergency context and its operational modalities;
  • Willingness to work in difficult and remote regions;
  • Availability for numerous visits outside the base location;
  • Excellent communication and IT skills;
