To represent World Vision DR Congo to external major donors and stakeholders and provide leadership in resource development, grants integration and quality program implementation in respect of private non- sponsorship funding.
Areas of Responsibility:
- Ensure WV DR Congo complies with donor requirements of existing grant and special funding agreements; including project or contract amendments and revisions.
- Promote ongoing donor and support office engagement, exploring appropriate existing and new funding avenues aligned with the country strategy.
- Develop and maintain system for monitoring progress of each project’s operational targets and achievements, and evidence of taking corrective action when necessary.
- Develop and maintain system for monitoring expenditure against budget, and evidence of taking corrective action when revisions are necessary.
- Assist in writing of Grant project proposals and the review of semi- annual and annual reports and ensure all reports meet requirements of donors and Support Offices.
- Identify funding opportunities among multilateral and bilateral donors, Support Offices, and local missions and embassies.
- Identify and apply for new USAID grant opportunities and lead the planning and start-up of new USAID initiatives, projects and programs.
- Support the Regional Directors in seeking new funding opportunities by coordinating the preparation of concept papers and project proposals.
- Ensure project designs and proposals fit within WV strategic priorities are in alignment with existing work in the target areas and have appropriate management mechanisms in place for successful implementation.
- Submit proposal, negotiate contracts, and ensure donor requirements are clear and agreeable before finalization. Pursue the growth of the programs in a way that balances strategic priorities and operational capabilities.
- Contribute to the development of programs in under-resourced sectors through optimizing resource allocation between appropriate funding streams.
Educational Background:
Bachelor’s Degree in Business Administration, Development Studies or equivalent.
Skills/Experience:
- Experience: A minimum of five years program management/coordination/oversight experience, including in an international development setting to include assessment, monitoring and evaluation, implementation and design of projects.
- Previous experience in a management position with USAID grant experience is required.
Preferred:
- Master Degree in Business Administration, International Development with Proven ability to manage technical assistance programs and subcontractors in complex US government funded projects.
Technical Skills & Abilities:
- USAID grant management, knowledge of specific program sectors (Protection, Education, WASH, Food Security & Livelihoods) an advantage, Budgeting and financial management skills an asset.
Working Environment/Travel:
- Work environment: non family post and unsecured area.
- Travel: 40% Domestic/international travel is required.
- On call: Available at any time.
