WV and WFP have partnered to respond to the Kasai crisis through food and cash transfer assistance to the affected population in Kasai central province since August 2017. The Food Assistance Manger (FAM) will provide strategic, operational and technical oversight and overall management of the food and cash resources according to WFP and WVI policies plus other relevant standards.
Areas of Responsibility:
Leadership:
- Provide strategic oversight and leadership of the KER Food Assistance Program, in compliance with Disaster Management Group (DMT) policies and WFP standards.
Commodities & Cash Resources Management:
- Manage the planning, implementation, receipt, storage, dispatch, distribution, monitoring, and documentation of commodities with World Vision standards and WFP regulations. Manage cash based transfer programs funded by WFP
Grant Acquisition:
- Coordinate development of new project proposals and concept notes in response to WFP food assistance funding opportunities. Facilitate the signing of MOUs, Field Level Agreements with WFP and support offices with WVDRC before any implementation
Commodities Accounting, Reporting & Compliance:
- Ensure that the Commodity Reports are accurate and reliable with the relevant supporting documentation available and submitted timely to Management, DMT and WFP.
- Develop and enforce standards for the use of the LMMS & CTS database within the WFP funded projects. Ensure the program is ready for any Audit.
Budgetary Control:
- Manage all WFP food resources and commodities budgets in conjunction with Finance Department and ensure spending and expenditures are within budget and adhere to donor requirements. Ensure no over/under spending on projects.
Risk, Staff Safety And Security Management:
- Working with the Operations Manager & Security Officer, ensure staff safety by participating in implementation of security protocols, orient staff to the management of potential risks related to operation especially in insecure operational areas. Report incidents timely.
Networking and Collaboration:
- Attend key humanitarian meeting including WFP and working with the Operations Manager, ensure relevant Cluster Meetings (Food Security, Cash Working Group, Nutrition & Education) are attended.
People Management:
- Ensure Food assistance staff is well managed according to WV policies.
Educational Background:
Bachelor’s degree in technical area (Project Management, Development studies) or equivalent experience.
Skills/Experience:
- Strong communication skills, particularly advanced writing skills.
- Ability to build relationships cross-culturally.
- Essential strong English and French in written and oral.
- Strong track record of successful coordination or management of large commodities operations.
- Ability to multi-task.
- Strong workshop facilitation skills.
- Strong networking skills.
- Experience and familiarity with WFP regulations and reporting requirements.
- 3-5 years management experience in the food logistics (warehousing, transportation, distributions) and Cash Transfers.
- Experience in Relief/Emergency Response operations outside home country.
- Minimum of two years food assistance program planning experience at supervisory level.
- Field-based international NGO work experience in Food Assistance program leadership, with a minimum of 3 to 5 years total development and emergency experience.
- Strong design, monitoring and evaluation skills preferred.
