World Vision is seeking a Project Officer to provide coordination in project development, planning, implementation and monitoring in the Syria/Aleppo and Idleb Governorates for the OFDA funded Supporting Affected Communities for Life-saving Action Phase Two (SACLA II) project. The Project Officer will provide day-to-day management to achieve high quality results in line with acceptable project norms relevant to the established goals, objectives and operating policies of the project and WV as well as supervise the implementation activities of the grant in relation to project goals and objectives, monthly activity schedule, timing of expenditures, budgets, etc.

Areas of Responsibility: 

Management

  • Provide coordination for overall Project management ensuring compliance to humanitarian, organizational and donor standards in beneficiary identification,
  • implementation plans, documentation, reporting and accountability.

Coordination

  • Coordinate operations under the project with relevant functions, such as programs, sectors, finance, logistics and procurement, administration, human resources, safety and security, communications.

Administration

  • Supervise administrative functions in the field such as logistics, procurement, and human resources.
  • Oversee the establishment and maintenance of filling system in the office.
  • Monitor weekly, monthly and yearly activity schedules.
  • Ensure and encourage good stewardship on resources available to the response for the benefit of the community and the organization.
  • Ensure transparent and fair hiring practices are followed for all area recruitment.

MEAL

  • Ensure that all documentation & filing system are in order.
  • Develop quarterly, semi and final reports.
Educational Background: 
Bachelor or Post Graduate University degree in International Development or other related fields of humanitarian or development studies.
Skills/Experience: 
  • Must be fluent in spoken and written English and Arabic.
  • Knowledge of Syria specific context and cross-border response.
  • Experience in remote management.
  • Computer literacy (MS Excel, MS Word).
  • Good organizational and communication skills.
  • Experience supervising office staff and writing reports

Preferred Skills, Knowledge and Experience:

  • A minimum of 1-3 years’ operational humanitarian experience with minimum of 1 year in a leadership role in an emergency context.
  • Awareness of Human Rights Law, International Humanitarian Law, Refugee Law, the relevant positions of the UN, ICRC and major NGOs on protection of civilians in particular of IDPs, women and children, the codes of conduct, the Humanitarian Charter, The Sphere Project, etc.
  • Experience in training, including development of training materials.
  • Turkish language is desirable.
  • Cultural sensitivity and adaptability
  • Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.
  • Excellent networking skills.
  • High degree of negotiation and persuasion skills.
  • Ability to work with a reasonable level of comfort in high tension and high security risk situations.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardships.
  • Understands work from a process point of view and uses measurement and accountability systems effectively.
  • Demonstrates openness and transparency.
  • Ability and willingness to travel between Syria and Turkey.
