Senior Specialist, Strategic Sourcing

The Strategic Sourcing Sr. Specialist supports the Strategic Sourcing function to ensure SCUS is spending our money wisely.  The Sr. Specialist communicates and assists with analysis and drafting Procurement policies and procedures, develops agreements, and guides the process of large-scale procurements while successfully operating in a decentralized procurement environment. The position holder is responsible for routine staff trainings of the procurement policy including but not limited to, new employee on-boarding policies and procedures.

Areas of Responsibility: 

Identification and realization of cost-saving and cost-reduction opportunities, including development of performance metrics and targets. (55%)

  • Facilitates the seven step strategic sourcing process for large-scale procurements of professional services, indirect services that support the Agency’s day-to-day operations and other potential goods and services for staff.
  • Serve as Agency lead in negotiation and establishment of preferred vendor accounts for large-scale procurements.
  • Prepares and negotiates Agency led sourcing agreements and acquires appropriate authorizations for Agency-wide purchases.
  • Analyzes internal spend data which includes market and current pricing to determine cost savings and vendor consolidation opportunities for the Agency.
  • Identifies and recommends vendors, products and major purchases based on the results of the seven step strategic sourcing process.
  • Periodically monitors contract repository to ensure policies are being adhered to while flushing out potential new sourcing opportunities.

Provide general support regarding procurement best practices and guidance to Agency business and functional teams. (35%)

  • Communicate overall Agency procurement policy and procedures centered on meeting donor regulations, GAAP, proper segregation of duties, and strong internal controls.
  • Supports the development of annual Strategic Sourcing Operating Plan.
  • Develops operations resources, policies and procedural content for Agency level purchasing and standard operating procedure.
  • Assists with creating KPIs to ensure performance expectations are met.

Work closely with our outside accounting firm and internal audit to ensure adequacy of the policy and to test that it is being followed. (10%)

Educational Background: 
BA degree in business administration or any other relevant field
Skills/Experience: 
  • 5-7 years of Procurement and/or project management experience, which include prior experience working in Procurement that has demonstrated increasing responsibility and engagements with multiple aspects of operations      (categories of spend), including finance, human resources, facilities management, procurement, with focus on continuous improvement.
  • Extensive experience in leading sourcing events (i.e. RFP, RFQ, etc.)
  • Demonstrated high level administrative and operations knowledge, including a strong understanding of: Microsoft Windows software including Word, Excel, Visio, PowerPoint, Publisher, SharePoint and Outlook. Ability to identify and learn to use additional software and web application.
  • Demonstrated strong verbal and written communication.
