Senior Specialist--Contracts Management

The Senior Specialist, Contract Management will provide support for Save the Children US, Save the Children International, and business team counterparts. The Sr. Specialist is responsible for providing capacity building, guidance, management and implementation support for SC contract portfolio, with a specialization on USAID contracts support. S/he will focus on the operational aspects on managing contracts such as reviews of budget submittals, providing support as an intermediary between units for billing/compliance and operational questions, and will serve as lead for continuously improving our contract management practices.

Areas of Responsibility: 
  • Exercise independent judgment and discretion on significant matters related to functional area
  • Objectives and milestones are determined jointly by employee and supervisor and implemented with management support
  • Functional based policy and practices exist. Incumbent is provided with the "what", but is most likely to determine the "how" 
  • Provide information to their Manager or to other Senior Managers so that they can make accurate decisions
  • Build effective relationships with peers and managers. Relates well to all kinds of people
  • Infrastructure: Work with GCPC leadership, Global Finance, and Business Teams to standardize contract management practices. Ensure contracts are managed efficiently; update policies; develop organizational capacity to administer contracts with a specific focus on USAID and other government clients, develop relevant rules/regulations and system processes that support compliance. (20%)
  • Contract Administration: Support contract negotiations, startups and implementation management. Utilize contract management experiences to abide by Federal Acquisition Regulations (FAR) and US Agency for International Development Acquisition Regulations regulations (AIDAR); maintain contract tracking system; update and maintain templates, manuals, standard operating procedures; Liaise with CO, Business Teams, Global Finance as needed on contract reporting issues and to ensure integrity of information. Improve and/or implement processes for reviewing and monitoring unbillables and contract fee income sharing. (40%)
  • Training and Technical Assistance: Update, develop and deliver formal and informal Contracts trainings and resources, including innovative and interactive communications tools, share best practices; provide timely support. Focus on transferring knowledge on contracts administration and associated rules and regulations within and across teams to build increased organizational capacity. Take detailed rules, regulations, policies, etc. and clearly explain fundamental points to various audiences using a variety of training and capacity building methods (20%)
  • Compliance: Maintain knowledge with USG and other major funder rules and regulations; communicate changes to SC US and SCI; monitor procurement under contracts to ensure compliance (15%)

Educational Background: 
Bachelor degree or other relevant degree or experience 
Skills/Experience: 
  • A minimum 5-7 years' experience in contracting activities through the award lifecycle
  • Contract management/administration experience required, preferably during implementation
  • Strong strategic planning, communications, and organizational skills
  • Ability to prioritize workload and multitask in a high-paced, demanding environment 
  • Experience with Microsoft suite of products
  • Strong analytical and research skills
  • Ability and willingness to travel approximately 25% of the time (US and international)

Preferred Qualifications

  • Advanced knowledge of Federal Acquisition Regulations (FAR) and AIDAR required. 
  • Proven experience conducting contract readiness assessments and implementing CAS compliance requirements
  • Experience in budget review, contract negotiation, subcontract management, procurement, performance auditing and dispute resolution
  • Proven experience in the compliance function in the area of grants, contracts, procurement and subcontracts especially US federal (FAR and AIDAR, Uniform Circular), European governments, Global Fund, and other donors
  • Proven experience in training and capacity building of internal and external teams required. Experience developing compelling online training modules (in coordination with e-learning vendors)
  • Knowledge of federal audit requirements/process for grants and contracts
