Manager, Financial Controls and Compliance

The Manager, Financial Control & Compliance is responsible for supporting the Finance Division with systematic controls and monitoring. This position will work closely with all departments and units in Finance to gather documentation for current processes and identify continuous improvement areas for the purpose of strengthening and centralizing all processes and functions. In addition, this position will assist with the development of key controls to ensure they are simplified, focused, measured, and monitored. The Manager will align compliance strategies with business strategies to improve efficiency and effectiveness of financial management across the agency.

Areas of Responsibility: 
  • Exercise independent judgment and discretion on significant matters related to functional area
  • Objectives and milestones are determined jointly by employee and supervisor and implemented with management support
  • Functional based policy and practices exist. Incumbent is provided with the "what", but is most likely to determine the "how"
  • Provide information to their Manager or to other Senior Managers so that they can make accurate decisions
  • Build effective relationships with peers and managers. Relates well to all kinds of people

Essential Duties, Responsibilities and Impact

  • Control & Monitoring (40%)
    • Assess and evaluate current control activities
    • Partner with units to establish satisfactory control activities and insert into policies and procedures
    • Document and identify tools/mechanisms that deliver ongoing monitoring
    • Provide heavy focus on Accounts Payable related control procedures
  • Business Requirements (40%)
    • Work closely with all departments and units in Finance to gather documentation for current processes and identify continuous improvement areas
    • Understand each function in Finance and their procedures
    • Establish formal process for writing business requirements for the Finance division
    • Report findings and recommendations to manager and FLT as needed
  • Support and Develop (20%)
    • Establish formal risk review process for each unit in the Finance division
    • Provide support for internal and external Finance training
    • Promote an ongoing continuous improvement approach
    • Act as a principle change manager for the program
    • Maintain a feedback platform to strategize future improvement opportunities
Educational Background: 
Relevant High School degree, or equivalent combination of education and experience
Skills/Experience: 
  • Three to five years of related administrative experience
  • Ability to adapt to a changing environment and handle multiple priorities
  • Excellent writing and analytical skills
  • Ability to work in a collaborative environment
  • Advanced computer fluency in Microsoft Office
  • Ability to exercise independent judgement on significant matters related to functional area while keeping supervisor appraised of important matters
  • Accurate and detail oriented, with ability to see the big picture
  • Ability to complete work in a timely manner while working on simultaneous tasks
  • Ability to maintain high quality of work, both in presentation and accuracy
  • Develop/maintain an excellent rapport with, and anticipate and respond to, stakeholders/customer needs

Preferred Qualifications

  • Bachelor’s degree
  • Strong knowledge and application of Generally Accepted Accounting Principles
  • Ability and desire to learn new concepts/skills quickly
