The Head of Payroll will be accountable to ensure an accurate and timely payroll is issued for over 1,400 employees in multiple states and overseas. This role is the subject matter expert for employee payroll compliance and is a strategic thinker with the drive to implement best practices and operational efficiencies. The Head of Payroll will assess and optimize workflow to meet the needs of the payroll rules set forth by the agency’s labor and reporting and related payroll policies and maximize technical efficiencies while keeping data secure. This role will also be responsible to provide customer service and answer payroll related questions from employees that are on the agency payroll, and will liaise with Human Resources and Accounting to ensure accurate reporting and representation of HR data in the payroll system and general ledger. The Head of Payroll will coordinate and manage the entire payroll function and identify opportunities for automation of payroll processes including but not limited to time sheets, report generation, error and exception reporting.

Areas of Responsibility: 

Payroll Processing Management 85%

  • Manages all employees of the payroll unit, including performance management and hiring.
  • Oversees the day-to-day operations of the payroll team and processes associated with the payroll, payroll tax and wage garnishments, and the related transactions.
  • Ensures the accurate and timely processing of time sheets for labor reporting and payroll for all staff including but not limited to: audit payroll prior to processing, manual checks, one time payments, garnishments, taxes and direct deposits.
  • Works in collaboration with HR on benefits and other deductions.
  • Supports accounting with closing activities related to staffing costs including month-end, year-end close, providing supporting documentation as required for audits and agency tax returns including worker’s compensation audit and paying related insurance premiums.
  • Produces relevant payroll related reporting, including timecard completion and follow up and manages the maintenance of all payroll/ timekeeping internal processes, procedures and policies.
  • Provides excellent customer services to all employees and prioritizes and supports the payroll team with the Payroll Help Desk tickets system including tracking metrics, researching and resolving outstanding issues. 
  • Develops and delivers training to employees and timesheet coordinators on the use of the system as well as finance staff to access data for analysis.
  • Ensures wire transfers for overseas staff.
  • Performs follow-up on checks not cleared within 180 days, direct deposits, voided checks.
  • Manages payroll vendor relationships with regards to timekeeping and payroll services in all areas related to payroll processing.
  • Ensures compliance with regulatory requirements for federal, state, and local tax and payroll regulations including year-end W-2 filings and corrections and timely response to tax notices.

Innovation and Internal Controls 15%

  • Identifies opportunities for process improvement throughout the Agency and participates on special projects, as needed. 
  • Maintains and adheres to internal controls and reporting related to payroll transactions.
  • Updates payroll documentation and policies as they pertain to payroll and conducts training for staff related to payroll policies and understanding their pay.
Educational Background: 
Bachelor’s degree
Skills/Experience: 
  • You have a minimum 5-7 years' experience in area of expertise 
  • Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, or provide the technical and management support related to various size programs, grants or projects. 
  • Computer fluency; Microsoft Word, Excel, PowerPoint, Access.
  • Able to handle with highly confidential information.
  • Experience in supervising staff.
  • Must be detail oriented.
  • Able to adhere to tight deadlines.
  • Excellent analytical and auditing skills.
  • Complete understanding of the HR audit controls associated with SOX compliance.
  • Excellent verbal and written communication skills.
  • Superior analytical, problem solving and technical skills.
  • Solid understanding of employment law, regulatory, and legal compliance practices required.
  • Ability to work effectively both with and without supervision.
  • Requires high degree of responsibility, ability to prioritize and handle multiple, concurrent tasks.
  • You have learned knowledge and technical skills to support semi-complex tasks.
  • Experience with timekeeping systems and imports.
  • Must maintain the utmost of integrity in all aspects of the position.

Preferred Qualifications 

  • Certified Payroll Professional (CPP) designation
  • Experience with Ultimate HR/Payroll system and Tenrox a preferred.
  • Understanding of payroll accounting.
  • Fund/Not-for-Profit experience.
  • International development oriented payroll processing experience.
  • Certified Payroll Professional (CPP) Certification a plus.
  • Experiencing in providing project management/leadership for various Human Resource projects and initiatives
