Associate Director, Policy Development & Compliance Support

The Associate Director Policy Development and Compliance Support will provide support on key initiatives led by Grants and Contracts Policy and Compliance as well as others that involve the Finance Division. These initiatives include the following; SCI led HPO (High Performing Organization) projects Finance is either leading on or collaborates with other teams on. Serve as the GCPC focal point on the Controls and Compliance roadmap project, working closely with teams both within finance and stakeholder groups from other divisions. In addition, the Associate Director will work closely with his/her supervisor to ensure communication and training plans are developed and rolled out for these key initiatives.

Areas of Responsibility: 
  • HPO project support (40%): Serve as the lead in Finance in supporting the following HPO projects; CAM/ER (cost allocation methodology/effort reporting) project: the Associate Director will be responsible for ensuring implementation issues identified by SCUS are captured and escalated to SCI for resolution and tracking progress. She/he will also provide guidance and support to Award Managers and Country Offices related to CAM/ER on specific awards to ensure compliance with donor requirements. Coding Project: collaborate with the Sr Director Global Finance and Revenue to provide input to the coding project work stream, ensuring proposed solution will ultimately meet donor requirements. Develop and maintain for Finance Leadership Team a summary of key HPO projects, status, interdependencies, as well as outstanding issues and action items.
  • Controls and Compliance support (20%): Serve as the GCPC focal point for the controls and compliance roadmap, this includes working closely with the GCPC team to ensure any feedback required is incorporated, GCPC sections of the finance manual are kept current and up to date as well as develop new content as needed, manage our stakeholder management model, ensure controls are embedded and work closely with the operational effectiveness and training team in GCPC to develop metrics, reports and dashboards to monitor compliance.
  • Annual Planning and Goals (10%): As part of the GCPC management team play a key role in the development of the annual plan for the department, setting objectives and goals and monitoring progress.
  • SaveNet management (10%) Serve as the point person for GCPC content on SaveNet; including edit, develop and/or manage content, maintain GCPC policies and procedures in the Policy Library facilitating updates as needed.
  • Training (10%): Serve as the content expert for training with a particular focus on HPO projects, in addition, feel into the development and delivery of training for other areas GCPC is responsible for.
  • Supervisory and management support (10%): Provide management support to the Financial Analyst, HPO Support working with them to set goals and objectives, identifying development opportunities and providing day to day support.
Educational Background: 
Bachelor’s degree
Skills/Experience: 
  • You have a minimum 5-7 years' experience in grants and contracts, award management, project management, audit or other related area.
  • Experience managing multiple, and at times, competing priorities
  • Experience analyzing business requirements, and developing processes, policies or system enhancements
  • Ability to work stakeholders across divisions, and at different levels.
  • Experience translating complex, sometimes theoretical requirements, and analyzing how they can be implemented and what the challenges may be.
