Summary

The Manager, Payroll is responsible for the management of the payroll department and ensures the goals and deadlines of the payroll department are consistently met.  Anticipates and identifies obstacles and problems, and proceeds toward resolution.  Streamlines procedures and systems to improve efficiency.  Manages relationships with Human Resources as well as timesheet and payroll vendors.  Oversees the administration and implementation of payroll and timesheet systems as they pertain to payroll.

What You’ll Be Doing (Essential Duties)

  • Exercise independent judgment and discretion on significant matters related to functional area
  • Requires little or no supervision on routine work assignments, but may require supervision to review work progress and results on non-routine work assignments
  • General regulations exist, but incumbent must interpret the regulations. The "what" and "how" are provided, but must always interpret the "how"

Oversees the payroll unit to (30%):

  • Ensure the accurate and timely processing of payroll for all staff.
  • Work in collaboration with HR on benefits and other deductions.
  • Ensure the accurate and timely processing of confidential payments such as severance or last payments for termed employees and other payments (vacation, performance award) are coordinated with payroll staff and entered into the current payroll processing.
  • Support audit.
  • Produce payroll journal entries needed for the general ledger.
  • Produce relevant payroll related reporting, including ensuring procedures are in place to monitor and communicate missing/ late timesheets.
  • Ensure the upload of all incoming timesheets, including current, missing, and adjusted timesheets. 
  • Prepare wire transfers to overseas staff.
  • Coordinate new and existing garnishments.
  • Follow-up on checks not cleared within 180 days, direct deposits, voided checks.

Manages the maintenance of all payroll/ timekeeping internal processes, procedures and policies.  Develops and delivers training to employees and timesheet coordinators on the use of the system as well as finance staff to access data for analysis. (20%)

Manages the coordination with IT, payroll and timekeeping services providers in all areas related to payroll processing. (10%)

Oversee tax/ payroll compliance (10%)

  • Ensures compliance with Federal, state and local tax and payroll regulations, including year-end W-2 filings and corrections.
  • Responds to all tax notices in a timely manner.

Ensures effective management of the Payroll team.  Supports efforts to create a high-performance work environment that appropriately distinguishes staff on the basis of their performance.  Supports an environment with a “can do” positive and “complete resolution” attitude that is customer service-oriented and strives for continued excellence.  Provides ongoing and constructive feedback on performance, including recognition for strong performance and appropriate correction action for poor performance.  Models and encourages practices that support staff wellness.  (15%)   

Acts as Subject Matter Expert proactively working to determine root-cause of payroll issues and resolves issues working with appropriate stakeholders.  Analyzes new or existing processes and systems and identifies required modifications/ enhancements and collaborates with HR and IT to implement. (15%)

Required Qualifications

Minimum 3 to 5 years’ experience in processing payroll in a multi-state/international organization – required

Experience in supervising staff – required

Advanced computer fluency in Microsoft Excel – required

Preferred Qualifications

Bachelor’s Degree in Finance or related field – preferred

International development oriented payroll processing expenses – preferred

Fund/Not-for-Profit accounting/finance experience – preferred

Ability to properly prioritize work and escalate issues as needed and complete work in a timely manner while working on simultaneous tasks.                                                                                                                                

Ability and desire to learn new concepts/skills quickly.                                                                                          Strong problem solving, analytical, and organizational skills.
