The Strategic Pricing Analyst leads complex pricing research, analysis and strategy development to generate cost/price proposal efforts for government, commercial, foundation, and multi-lateral funders in early stages of business development. Plans and directs multiple large scale, strategic and complex proposal opportunities. Conducts intelligence data gathering and analysis to recommend price targets and effective pricing approaches to drive growth and profitability.  Works with diverse teams to develop recommended pricing strategies to support overall price-to-win or best-value strategy.  Presents and communicates findings to stakeholders for decision-making.  Participates in departmental projects as assigned.

Areas of Responsibility: 
  • Conducts research and analysis to develop probable competitive bid price range utilizing expected Request for Proposal/Application evaluation criteria, funder behaviors, and competitive positioning on non-price evaluation factors.
  • Develops the probable bid range using quantitative data such as customer budget data, salary and wrap rate modeling, labor profile modeling, industry benchmarks & metrics, reverse engineering of past bids and expert judgment.
  • Presents business case analysis considering bid and execution models as well as risk/reward considerations to team and leadership.
  • Drives and gains consensus on price to win or financial positioning and begins budget development to achieve target while ensuring competitiveness and feasibility. 
  • Provides pricing strategy guidance in capture and proposal development meetings and discussions to support business decisions throughout the organization.
  • Prepares cost proposal budgets and negotiate with external partners and consultants.
  • Ensures compliance with company policies and procedures to achieve goals.
  • Creates, maintains, and coordinates capture and proposal files from initiation to award notification.
  • Serves as a resource for the proposal and negotiating team in preparing offers, counter-offers, and making recommendations regarding financial impact of terms or condition trade-offs.
  • Establishes, maintains and analyzes price reference documentation and makes recommendations to facilitate optimal pricing decisions.
  • Possess excellent analytical skills and knows how to use systems to generate reports.
  • Other duties as assigned.
Educational Background: 
Bachelor's Degree or its International Equivalent • Accounting, Business Administration, Finance or Related Field.
Skills/Experience: 
  • Comprehensive knowledge and experience with Generally Accepted Accounting Principles (GAAP), budgeting, fiscal control practices and reporting guidelines.
  • Knowledge of fundamental concepts, practices and procedures related to strategic pricing analysis, including the Price to Win process.
  • Knowledge in pricing of various award mechanisms including grants, cooperative agreements, and various contract types.
  • In-depth knowledge of state and federal laws and regulations that have impact on financial cost & pricing models and practices.
  • Knowledge of procedures and regulations of private and other donor funded programs.
  • Knowledge of negotiation techniques, cost/price analysis, legal and regulatory interpretations, unique terms and conditions, subcontracting requirements and complex technical specifications.
  • Demonstrates a solid understanding of federal pricing and cost analysis theory, concepts and principles. Able to broadly apply these concepts.
  • Ability to generate and ensure cost strategies and budget models are responsive to specific requirements of Request for Proposals/Applications.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Excellent project management, organization, and oral/written communication skills.
  • Demonstrated critical thinking, analytical and problem-solving skills.
  • Ability to establish and maintain effective professional relationships through collaboration, negotiation and teamwork.

Problem Solving & Impact:

  • Prepares and analyzes complex technical matters and cost issues - ongoing and newly emerging - that arise during the capture or proposal process.
  • Reviews and determines compliance with laws and regulations; draws conclusions; makes recommendations for approval.
  • Lead work teams or others in complex or unique subjects; identifies substantive issues that are thoroughly and accurately researched and analyzed.
  • Leverages technology, research skills, and internal/external relationships to resolve problems and initiate enhancements.
  • Recommends and develops solutions of creative and strategic nature to meet organizational objectives.
  • Exerts some influence on the overall objectives and long-range goals of the organization. Erroneous decisions or failure to achieve objectives would normally have a serious effect upon the organization.

Supervision Given/Received:

  • Work is performed under minimal direction. Participates in determining objectives of assignment. Plan schedules and arranges own activities in accomplishing objectives. Work is reviewed upon completion for adequacy in meeting objectives.
  • Able to lead and collaborate with others in project team-oriented environment, communicate complex analyses verbally and in writing, and develop innovative approaches to solving technical challenges.
  • Reports to the Department Associate Director.
  • Typically requires a minimum of 5 - 8 years of directly applicable experience; including 3 - 5 years of relevant and/or specific strategic pricing and cost analysis experience.
  • Prior experience in business development, strategic pricing, competitive intelligence gathering, price to win, and/or capture stage support preferred
  • Experience in leading and collaborating with others in project team-oriented environment
  • Communicate complex analyses verbally and in writing
  • Experience with USAID rules and regulations.
  • Knowledge of the Federal Acquisition Regulations (FAR), Super Circulars, and cost or price evaluation techniques.
  • Non-governmental organization (NGO) experience preferred.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5-50 lbs.
