Director, Business Performance & Operations Management

Oversees the business operations and administrative management planning to a business unit/department of significant complexity and scope.   Collaborate with leaders from across the business unit/department to drive strategy, planning, and/or initiating projects needed to drive and maintain an integrated and coordinated scientific and programmatic portfolio in support of FHI 360’s vision, mission, values and strategic priorities.  Ensures continuous process improvement and takes appropriate actions to increase revenue, leverage resources, manage and/or minimize expenses.

Areas of Responsibility: 
  • Manage the overall workforce plan and staffing models, considering multiple and interrelated initiatives to either increase or decrease headcount, each with their own set of success criteria/outcomes, budget, and duration.
  • Responsible for tracking employee hires by budget & competency, per the Strategic Plan and other key inputs.
  • Convey divisional vision, strategy and key technology decisions to IT staff with the goal of getting everyone moving in the same direction.
  • Build divisional culture of inclusiveness and engagement through leadership of multiple initiatives on behalf of senior management.
  • Facilitate change management work to support business and process improvements and overall departmental/divisional effectiveness.
  • Coordinate BU budget analysis, provide input into and monitor budget forecasts and review progress against administrative cost reduction goals.
  • Prepares and analyzes monthly management reports summarizing project, management, and development expenditures versus budgets and obligated funds. 
  • Supervises/monitors spending on management and development accounts.
  • Prepares and/or supervises preparation of pipelines for overhead accounts to ensure expenditures are on target and within budget. 
  • Works with the management team to prepare management and development budgets and pre-approve them for final authorization. 
  • Assists with the preparation of proposal budgets as needed/required and per guidelines. 
  • Serves as a representative at monthly portfolio reviews with representative across the Enterprise Services.  In partnership with the Operations Business Manager, follows up with Portfolio/Project and Department Directors and finance staff as required.
  • Alerts Portfolio/Project and Department Directors to budget risks; ensures that appropriate risk authorization documents are processed and steps are taken to resolve issues.
  • Meets regularly with, and responds to tasks delegated to resolve issues affecting the business operations of the BU and to facilitate better interaction and cooperation between BU and central services departments.
  • Works to fulfill BU needs in the areas of office space, office automation, and information technology. 
  • Advocates for adoption of standardized procedures and monitoring systems to assure compliance with both client and corporate policies.
  • Provides oversight and direction for the BU’s financial transaction and accounting practices.
  • Monitors consolidated financial reporting and control systems for the BU to ensure compliance with the BU’s internal policies and practices.
  • Provides oversight and monitoring of departmental work plans, staff labor allocations and budgets, working closely with department directors and their management teams
  • Collaborates across Operation Department Management and Business Units (Sector/Region) to ensure effective and efficient communications and harmonized operations.
  • Oversees and manages development and monitoring of the BU’s work plan, budget and revenue projections.
  • Provides guidance and leadership on the development of inter- and intra-BU’s to facilitate sharing FHI360 expertise and talents.
  • Works closely with other leaders to assure appropriate management and support of portfolios/projects in FHI360 Country Offices.
  • Serves as liaison with corporate departments (Human Resources, Information Technology and Business Development) to strengthen systems to support the BU, and to harmonize policies and procedures within FHI360.
  • Represents the BU and makes presentations at professional meetings and conferences, as necessary.
  • Assists in the FHI360 resource development efforts by facilitating collaborative efforts across the organization.
  • Serves as an operational liaison of the BU to funding agencies, such as USAID, NIH, CDC, foundations, and the private sector.
  • Represents BU Director at meetings and on committees, working groups, etc. as requested
  • Performs other duties as assigned.

  • Works on problems of complex scope that require in depth evaluation of data and various factors.
  • Resolves complex multi-sector issues affecting the business operations of the Business Unit;
  • and facilitates better interaction and cooperation between the Business Unit and enterprise services departments.
  • Exercises judgment within broadly defined practices and policies in selecting methods, and techniques for obtaining results.
  • Decisions made generally affect the organization's operations and may impact overall business activities.

Supervision Given/Received:

  • Manages staff to meet the Business Unit's, department's, and organization's strategic goals.
  • Sets goals and budgets, develops and implements procedures, and trains staff to achieve results.
  • Develops and recommends solutions to management to meet internal and external needs of the company.
  • Typically reports to Chief Operating Officer or Business Unit Director.
Educational Background: 
Bachelor's Degree or its International Equivalent in Business Administration, Social Sciences, Public Health or Related Field. Master’s Degree preferred.
Skills/Experience: 
  • Excellent leadership skills in organizational management, financial planning and personnel management
  • Demonstrated familiarity with international public health sector and international community.
  • Ability to develop and maintain productive relationships with colleagues, subcontractors and collaborating implementing agencies.
  • Ability and willingness to travel nationally and internationally as needed, including travel to developing countries.
  • Excellent oral and written English communication skills.
  • Must be able to read, write, and speak fluent English.
  • Typically requires 10+ years of relevant experience.
  • Experience with international development programs; includes 5 years relevant supervisory experience.
  • Demonstrated experience with financial and contractual management of USAID contracts and cooperative agreements including budget design, financial oversight, and expenditure projections.
  • Experience in developing country settings and management experience in public health programs.
  • Non-governmental organization (NGO) experience.

  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5 - 50 lbs.
