The Digital Development Advisory Services lead is responsible for providing technical advisory support across the range of FHI360 program and service areas in and the effective and appropriate use of digital technologies in existing and future projects. This position will also help to position FHI 360 as a thought leader in the digital development space and drive forward leaning mind set to leverage digital technologies to increase projects and programs’ impact. He/she will lead a team of Digital Development Advisors working directly with established project teams and clients to assist proposal and project teams to identify, adopt/adapt, and effectively utilize technology tools and services to improve service delivery, decision-making and accelerate development progress

The individual will serve as a point person for the Digital Development Department HQ, working closely with regional and field staff to ensure consistent guidance to FHI 360 programs and country office teams in the region through regular contact with all relevant parties. The individual will also represent FHI 360 at events and meetings in order to help build FHI 360’s pool of potential technology partners in the region.

The incumbent will also engage proactively in FHI360’s business development and diversification efforts, serving as team members of capture and proposal development teams and developing best practices and technology packages that can be integrated into FHI360 proposals  develop winning proposals and to enhance program impact, data-driven decision-making,  and cost-effectiveness. He/she will develop and maintain strong working relationships with all members of the Digital Development (DD) management team and is focused on the delivery of Digital technology solutions that provides business value.

Areas of Responsibility: 
  • Develops and leverages company-wide relationships to improve the understanding of information technology solutions available for organizational utilization.
  • Provides leadership and management oversight for assigned DS staff on setting priorities, monitoring accomplishments and support of solutions that are being implemented. 
  • Identify new technologies, and workable solutions to address project and program needs. Additionally, contributes to refine Digital development at FHI360’s  strategy and solution portfolio to promote sustainability and interoperability.
  • Provide technical oversight to  ICT4D  supported activities to ensure delivery of high-quality product, in accordance with the specifications; ensure user compliance to specifications and recommendations.
  • Provide on the ground monitoring and document progress towards achieving project’s/country results using performance indicators.
  • Monitors and oversees work plans and multiple budgets in support of department/project goals and objectives. 
  • Mentors, trains and manages DD staff to ensure career development and customer expectations are achieved.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
  • With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity building of digital technology related technical components of existing and anticipated programs.
  • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff across FHI 360 county offices.
  • Develops and maintains collaborative relationships with potential technology partners, donor/client organizations, relevant government agencies, bilateral and other NGOs.
  • Organizes and facilitates technology related events, writes blogs, and represents FHI 360 at industry events.
  • Performs other duties as assigned.
Educational Background: 
Bachelor's Degree or International Equivalent in Computer Science, Computer Engineering, Information Technology, Management Information Systems or Related Field.
Skills/Experience: 
  • Comprehensive knowledge of concepts, practices and procedures with information technology management and systems. 
  • Excellent oral and written communication skills.
  • Demonstrated organizational, technical and project management skills. 
  • Ability to influence, motivates, negotiates and works well with others. 
  • Ability to adapt to changes and is proactive to the needs of a fast paced company environment.
  • Master’s degree or its international equivalent in Computer Science or related field preferred.
  • Typically requires 10+ years of experience with managing digital technology projects/interventions with varying degrees of complexity and costs. 
  • Has ability to manage and prioritize multiple requests for support, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills in English.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff. 
  • Must be able to read, write and speak fluent English; fluent in host country language. 
  • Agile/lean development certifications preferred. 
  • Prior experience working in a non-governmental organization (NGO) preferred.
