Responsible for the development, analysis, and finalization of the budget or cost proposal to submit to a variety of clients, including pharmaceutical companies, the US Government, non-profit product development partners, and others. Provide regular and ongoing comprehensive financial insight, information, and support to proposal team members and consolidate their input to be able to complete all cost requirements identified in the Request for Proposal (RFP) or Request for Information (RFI) and throughout the competitive bidding process. Provide timely competitive pricing strategies and price to win techniques on proposal bids/quotes. Analyzes information, metrics, and data to provide accurate and useful information to the proposal and management team for decision making with a primary focus on feasible project implementation, revenue generation, and leverage profitability of client performance.   Participate in departmental initiatives to improve tools, processes, internal capacity building, and report and metric development to recommend improvements to management. 

Areas of Responsibility: 
  • Leads the proposal budget process and develops competitive, compliant, and accurate cost proposals that are responsive to Request for Proposal (RFP), Request for Information (RFI), or bid solicitation requirements as well as client and internal policies.
  • Provides guidance and instructions to partners towards the development of sub-award budgets for inclusion in bids; and provides high quality review and feedback on their proposal budgets.
  • Establishes, maintains and analyzes historical and current price reference documentation and makes recommendations to facilitate optimal pricing decisions.
  • Works on new and existing client bids as well as supports large, complex modifications to existing awards.
  • Builds proposal budgets, prepares budget templates, and provides high quality review of proposal team input to both the proposal budgets and budget narratives.
  • Provides support to a complete range of government contracting activities such as acquisition planning/negotiation, evaluation of proposals, and interpretation and implementation of federal procurement regulations and other procurement guidance.
  • Demonstrates a solid understanding of federal pricing and cost analysis theory, concepts, and principles; and is able to broadly apply these concepts.
  • Has experience in proposal cost preparation and analysis supporting the federal sector; to include knowledge of the Federal Acquisition Regulations (FAR), contract cost, and price evaluation techniques, and generally accepted accounting principles (GAAP).
  • Is familiar with best practices and terminology used in both public and private sector contracting. Is effective in diplomatically communicating orally and in writing with other employees, managers, and external customers.
  • Possess excellent analytical skills and knows how to use systems to generate reports.
  • Demonstrates an advanced understanding of federal pricing and cost analysis theory, concepts and principles.
  • Able to independently apply these concepts.
  • Performs complex, independent rate studies, trend analyses, develops pricing models and estimates for major federal procurement.
  • Uses open-source statistical, informational, correlation and trend data tools to provide competitive positioning of cost and pricing for clinical studies and pharmaceutical development.
  • Develops a full range of pricing models, provides fringe rate analyses, and analyzes federal budget data.
  • Derives conclusions and serves as an expert advisor to managerial staff at the organization- wide level.

Educational Background: 
Bachelor's Degree or its International Equivalent in Accounting, Business Administration, Finance or Related Field .
Skills/Experience: 
  • Comprehensive knowledge and experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines. Ability to prepare complex pricing proposals in response to requests for proposals (RFP's) from government agencies.
  • Ability to develop, evaluate and implement competitor pricing strategies and models based upon current business and competitive market dynamics.
  • Ability to research customer total and addressable budgets / award tendencies on "best value" or "lowest cost" and competitor positioning for key opportunities.
  • Ability to assess market, competitors' approaches to pricing, key price components, notional solutions and derives competitor likely prices for key opportunities.
  • Performs complex, sensitive and controversial cost/price analysis assignments covering a full range of pricing functions and negotiations of cost/price on contracts for the procurement of major systems and subsystems.
  • Serves as a cost/price analyst on cases where audit reports or cost/price analysis reviews have disclosed areas of significant differences.
  • Comprehension and conformance to disclosed practices, project estimating, forecasting, and billing.
  • Advanced-level spreadsheet modeling and analysis; cost and price strategy and development.
  • Develops cost/price analysis tools and trains the financial workforce as requested. Providing task-specific reports, white papers, presentations, research reports, etc. 
  • Typically requires a minimum of 5 - 8 years of directly applicable experience in and familiarity with US Government contracts, federal acquisition, regulations and implications of contract terms and conditions; including 3 - 5 years of CRO cost and pricing experience. Experience in leading and collaborating with others in project team-oriented environment, communicate complex analyses verbally and in writing  
  • Experience with HHS rules and regulations. Knowledge in GSA mechanisms preferred. Demonstrated team leader experience preferred.
