FHI 360’s Crisis Response Team (CRT) is seeking a Finance Manager for an anticipated OFDA-funded emergency Ebola Response program in eastern Democratic Republic of Congo. He/she will provide leadership and comprehensive management of business support and compliance functions for USAID Office of Foreign Disaster Assistance (OFDA)- funded activities and technical guidance on Generally Accepted Accounting Procedures (GAAP), GAS (Government Auditing Standards), Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR). He/she will develop financial risk management and control strategies; review and approve recommendations for financial planning and control,; and provide relevant fiscal information to the executive management team. In addition, the Finance Manager will develop and manage financial analysis models; develop and implement effective and efficient business processes and procedures; develop and manage internal financial audits; and develop a formal reporting system to communicate results of audit activities to management and regulatory compliance agencies. He/she also will manage the activities of the finance staff and select, develop, and evaluate personnel under their management to ensure the efficient operation of the program. The Finance Manager will report to the Response Coordinator for Ebola, and this position is expected to be based in North Kivu and Ituri provinces in DRC. . This position initially envisioned as a six month assignment with possibility of extension. This duty station has been designated as high risk or extreme risk and poses a heightened risk or direct threat to personal safety. - Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.
- Past experience managing a financial analysis department is required.
- Must be able to read, write and speak fluent English; fluency in French considered highly advantageous.
- Experience working with an international organization or NGO.
