The Gender and Community Engagement Specialist has overall responsibility for supporting the design implementation of activities that increase parental and community engagement to support student reading, with a focus on promoting gender equity in access and learning outcomes. He/she is responsible for implementing a gender strategy at all levels of the project, and provides programmatic and technical support to the project team on effective integration of gender considerations. S/he will work with the materials development, teacher professional development, and M&E teams to ensure integration of gender elements in professional development activities and in teaching and learning materials. He/she will also design outreach tools and campaigns to promote reading and community involvement in schools. This individual will work closely with community-based organizations to support the implementation activities to develop accessible services that impact children’s ability to read and learn.
- At least 5 years of experience engaging community members and developing and implementing behavior change communications strategies required, preferably in early grade reading;
- At least 3 years of experience in activities to promote gender equity in education;
- Experience engaging community members, school-management committees, parent-teacher committees, NGOs, and government stakeholders to support reading improvements;
- Working familiarity of current best practices in Djibouti for community mobilization to support reading improvements;
- Demonstrated experience supporting education-related national campaigns, preferably in reading;
- Familiarity with varying forms of information dissemination (such as radio, print, and mobile platforms);
- Ability to conduct assessments required;
- At least five years of demonstrated excellence in a management position, preferably including direct supervision of professional and support staff, and quality evaluation of staff performance and deliverables is required;
- Excellent oral and written communication skills in French required.
